Joseph J. Lhota, the former chief of the Metropolitan Transportation Authority, won the New York City Republican mayoral primary, defeating John A. Catsimitidis. Mr. Lhota drew 52 percent of the vote over his rival, the grocery chain billionaire businessman Mr. Catsimatidis, with 79 percent of precincts reporting. The 58-year-old Mr. Lhota served as a chief lieutenant to former Mayor Rudolph W. Giuliani and oversaw the region’s sprawling transportation network.
