The business of security, including national policing policy and command, SHOULD squarely resort to three office holders; The President, the CS in charge of security and the Inspector General of Police, with the CS and IG answering directly to the Predident, who should have powers to hire and fire security chiefs without recourse to any other authority. The Director of CID should be directly answerable to the IG. Department of Homeland Security, based on the operational structure of the former Directorate of Security Intelligence - DSI (Special Branch) should be established ASAP. It should have full powers to arrest and prosecute without recourse to DPP. Other areas of intelligence that the Homeland Security should mostly deal with include, but not limited to, drug trade, illegal trade in arms/arms running, human trafficking, poaching, banditry, maritime and cross border security. Why these particular areas, one might ask? Because they are heads and tails of the dragon of terrorism that confronts us now. These are the crimes that feed the coffers of terrorists. A considerable part of the budget presently given to NIS should form part of the budget of this new security agency. Its staff should strictly be recruited from amongst serving police officers. NIS can deal with other aspects of intelligence gathering, eg political and economic intelligence. This body should be led by an independent Director of Homeland Security who should be directly answerable to the President. This way, we shall be safe while NIS fellows can go on being the flower girls that they like to be, and everyone will be happy.
