Kim met with some Town Officials and its clear that at least they do not want to kill the dogs, but they are hung up on the liability involved with releasing the dogs back to her. This puts things in a different perspective for trying to save their lives. While Kato and Kleo are anything but vicious, its going to continue to fall back on liability, even after a provoked incident. There is now a bite history and thats what they are focused on. More brainstorming under way. Continued prayers and good thoughts are much appreciated.
