Koheleth: You would create a state of utter lawlessness then? Bokonon: No! The state would have its own system of laws, a system willing to try any case, regardless of jurisdiction. But prosecutor and defendant would stand on equal footing: The greatest power on Earth would have to admit defeat if faced with it, and any evidence used to convict would have to be presented before a court of law. No country can afford not to prosecute murder. Many can afford not to hang unfaithful wives.
