Lets discuss this without being censored! According to Matt Korner on Discussion of the Elements of Charter Reform for San Bernardino Several years ago, the powerful fire and police unions circulated a petition to get a measure placed on the ballot that would ensure automatic pay raises for employees in these departments. The measure passed, and it created Charter Section 186. Subsequently, San Bernardino declared bankruptcy, and, even as the case was moving through bankruptcy court, the City government has already twice been forced by Charter Section 186 to increase salaries more than a million dollars each time for department personnel, the vast majority of whom do not live in San Bernardino and have no vested interest here apart from their pensions. This situation has led the rest of the country to question why an insolvent municipality would be spending millions of dollars giving certain employees pay raises while said municipalitys creditors are fighting for pennies on the dollar and while the municipalitys citizens, taxpayers, and property-owners are watching their assets lose value and their city disintegrate as taxes rise and services are cut. Of course, that question has no logical answer. The automatic pay raises have simply been written into the Charter, and the voters have not yet had a chance to remove this provision from the document.
