MPs uncover rot in Judiciary [Daily monitor] An audit report says 15 vehicles meant for new judges and millions of shillings meant for training judicial officers remain unaccounted for. An investigation into the day-to-day operations of the Judiciary – expected to be the temple of justice - has revealed widespread corruption and havoc. Parliament’s Public Accounts Committee investigating the apparent lack of accountability in the Judiciary noted “acts of impunity in the face of a corrupt Temple” that have delayed the delivery of justice, created case backlog and led to loss of billions of shillings. Acting Inspector of Courts Margaret Mutonyi told PAC that case files go missing due to poor archiving systems, while most upcountry courts are not inspected due to lack of transport. Shoddy work In one particular case of fraud, an audit into the abuse of donor funds meant for the construction of 33 magistrate courts, revealed how Judiciary officials spent millions of shillings on shoddy work and in some districts, they supplied air. For instance, in Kabale, instead of digging 15 feet toilets, the officials dug five feet – making the facility to get filled up within a month. For Ngora Court building, the hollow pipes to hold the building were hanging in space and not attached to timber. This may not be able to hold the weight of the building. PAC vice chairman Paul Mwiru said in Paidha, rooms in a newly-constructed magistrate’s residence were too tiny where a reasonable bed cannot fit, according to the Auditor General’s investigations.
