More from the NH DOA It is not the Department asking you to have health certificates for birds, it was the legislation passed by your elected officials. This Department must now come up with the rules to specify what should be on those health certificates to reflect the intent of the elected officials who passed the law. After researching the possible standards for these rules, a draft of the proposed rules will need to be submitted to the Joint Legislative Committee (JLC) on Legislative Rules, they will edit it and may suggest changes. Once they are satisfied with the language, the Department must hold a public hearing to gather public comments. Once the comments are received, the rules may change again before final submission to the JLC who will vote to deny or accept them. Once they are accepted, only then are they enforceable by this Department. Anyone can attend the public hearing and the Department must notify all the people that the new rules may affect, so I will be sending a mass email, like I have done today, to all the licensed pet shops. We will also post it on the Department’s internet home page and in the Weekly Market Bulletin. The Department must give the public 21 days notice of the pending hearing and there will be a 10 day window for comments to be sent in writing either by mail, email or fax. The hearings are usually held here at the State House Annex in the 2nd floor conference room, if we have an indication that there will be a large number of people attending the hearing, we will make arrangements to move to a larger meeting space.
