[ NGEST Operational Manager ] North Gaza Emergency Sewage Treatment Project (NGEST) Operational Manager The Palestine Liberation Organization for the benefit of the Palestinian National Authority has received a Grant from the World Bank/International Development Association (IDA) towards the cost of the Gaza Water Supply and Sewage Systems Improvement Project. The Palestinian Water Authority (PWA) is entrusted in execution and supervision of the implementation of the Project and intends to apply a portion of the funds to eligible payments under the contract for which this assignment is prepared. The objective of this assignment is to hire an Operations and Maintenance Consultant whose main purpose is to ensure the sustainability of the newly constructed wastewater treatment plant (NGWWTP) through operation and maintenance and to assist Costal Municipalities Water Utility (CMWU)in efficiently operating the NGEST facilities both in technical and financial terms Position: NGEST Operational Manager (Consultancy Services) Period :One year (with possibility of extension) Duties & Responsibilities: -Controls the operation and maintenance of all treatment plant functions and personnel in accordance with approved policies and procedures. -Organizes and directs all treatment plant personnel through effective management delegation. -Inspects plant regularly. -Analyzes and evaluates operation and equipment conditions to ensure efficient management of present system and provide for projected future requirements. -Recommends treatment plant improvements and additions, sludge handling methods and reuse alternatives. -Coordinates data and prepares or reviews and approves operation reports and laboratory reports. -Develops an annual capital and operations budget for the treatment plant activities for submittal to the Technical Director at the Headquarter. -Controls expenditure of budgeted funds and requests approval for major expenditures, as needed. -Recommends specifications for major equipment and material purchases. -Ensures employees have the proper tools and equipment required to perform their duties. -Selects appropriate safety equipment for personnel and ensure that safety provisions and effective housekeeping procedures are applied. -Maintains effective communications and working relationships with employees, other wastewater and storm water divisions, government officials, and the general public. -Coordinates training needs for treatment plant personnel with Training Coordinator and recommends specific training topics annually or more frequently as required. Qualification: -Bachelor’s degree (with preference to a MSc. Degree) in Mechanical Engineering, Civil Engineering or related Environmental Science. The incumbent should have a minimum of 8 years experience in wastewater treatment process, and laboratories (or related field) with progressively responsible positions in operations managements of treatment plants. -Additional training preferred: Supervision, Safety Procedures for Wastewater Systems, Advanced Wastewater Treatment Processes. -English language is necessary.
