Nearly a year after the disturbed hillside along the new Eastmont Avenue extension was hydroseeded with native grasses, it is choked with noxious weeds -- exactly what the county engineer says he expected. Native vegetation is typically planted after the completion of road projects, but it usually takes a few years for those plants to take hold.
