Position: Reproductive Health Officer- Cordaid Based in Malakal, Uppet Nile state Country: South Sudan Duty station: Malakal, Upper Nile State 1. Introduction Cordaid is a Dutch, international non-governmental organization which combines more than 90 years of experience and expertise in emergency aid and structural poverty eradication. It has a network of almost a thousand partner organizations in 36 countries in Africa, Asia and Latin America, which work on various themes, including participation, emergency aid and reconstruction, health and well-being and entrepreneurship. Cordaid adheres to a set of values and principles which defines it as a change focused agency that seeks to promote emancipation of poor and vulnerable communities with a keen eye for power and gender balances. Cordaid has various field offices, among others in South Sudan, Juba. As from January 2013, Cordaid has been in charge of primary health care services delivery in two counties in Upper Nile, which will apply the principles of PBC (Performance Based Contracting). Service delivery support for the two counties has been under Cordaid and has involved support for facilities that were previously managed by NGOs and those under the State Ministry of Health. In total, the support has been for 12PHCUs (primary Health care units) and 7 PHCC (Primary Health Care Centres), a total of 19 facilities plus support to 2 County Health departments. In addition to PBC program, Cordaid is in a consortium of three other health NGO’s implementing the Reproductive health focussed SHARP ( South Sudan Health Action Research Project) project in three states in South Sudan. Starting June 2013, Cordaid iis in in charge of implementing the activities in three counties (Renk, Fashoda and Panyikang) in Upper Nile with the specific aim of reducing maternal mortality. 2.1 General objective of the posting Purpose of the position: The Reproductive Health Officer will work in direct collaboration with and under the responsibility of the Team Leader, to whom he/she reports directly. The purpose of the position is to assist in the implementation of Reproductive Health Care services in the area under the SHARP and Rapid Results Health Project (RRHP) and integrate the activities into the existing Primary Health care project. The Reproductive Health Officer is to Implement, Monitor, Supervise and support reproductive health activities in the three counties; check on client satisfaction as well as support the health facilities and the county Health department to improve quality and quantity of Reproductive Health care services in the counties of Renk, Panyikang and Fashoda and also to monitor the pace and progress of implementation. The main aim of the position is to ensure accomplishments of SHARP principles which include improvements in quality of maternal care at the health facilities, support community to increase demand for services and support the regulatory function of the ministry of health. Key Responsibilities and Accountabilities: • Assist the Team Leader to monitor, support, supervise ad implement the reproductive health activities (BEMoNC, IYCF, PNC, Family Planning & Child spacing, PMTCT) in all BEMoNC centers and the health facilities at the three counties • Work with the state ministry of health to monitor progress of implementation and also to support state wide activities in RH including selection of staff for training and organizing review and feedback meetings at the state and county levels. • Generate monthly reports based on the workplan and ensure that there is improvement in quality of RH care at the health facilities and the referral system is functioning. • To assist in monitoring the Reproductive health staffs in the three counties and collaborate with the CHD in the supervision of performance and output from the facilities. • To check on Reproductive health data collected in health facilities and ensure accuracy and assist in forecasting of supply needs in facilities if required. • Conduct refresher training to the RH staffs in the health facilities including the TBAs in the community to help in mobilizing the mothers and referring them to the health facilities • To Ensure the BEMoNC centers are well equipped and functioning well in all the three counties and service delivery is improved and work to improve the quality of EmOC care at Renk County Hospital. • Assist to supervise all the reproductive health care activities at health facilities and ensure that they achieve the targets both for quality and quantity as per the guidelines of the ministry of Health and ensure accurate reporting to the donor as per the guidelines • Assist in the development and oversee the implementation of IYCF , Family Planning and birth spacing activities • Mentor and train the Reproductive health staff in Primary Health Care Centres/Units and analyze areas of weakness and suggest improvements and training needs. • At a later stage, be involved in the collection of random samples from the health facility registers including support for client satisfaction surveys • Assist in the determination of PBC bonus earned by each Health facility through the data collected from the health facilities • Identify, discuss and make recommendation to the obstacles, challenges and problems encountered during the program implementation and suggest solutions • Assist the Program Manager in establishing and maintaining good relations with key stakeholders both from the ministry of Health and the community and in promoting good practices relating to PBC and PBF • Work closely with the Medical Verification officers to ensure synergy with integration between the SHARP and RRHP projects • Any other duties as and when assigned by the Supervisor Qualifications and Skills: Medical/Public health background including a degree/diploma in Medicine, Midwifery, nursing, Clinical officer with RH background, Independent, dynamic and capable of organizing his/her work Good command of English, Good experience with relevant computer software packages Able to work under minimal supervision and meet deadlines • Those who have works in the region of Upper Nile with Arabic speaking skills will have a distinct advantage • Willingness and ability to live in remote and at times insecure location with very basic amenities and travel to the 3 counties • Experienced in capacity building of both technical and community based health care workers and experience working with the ministry of health. 1. Workplaces The RH officer will reside in Malakal town with frequent travelling to the health facilities in the counties of Renk, Fashoda and Panyikang 2. Contract Period The posting is initially for six months with the possibility of extension based on performance.
