Press Release Date: 29th April 2014 Mombasa initiates Public Participation for the FY 2014/2015 County Budget Proposal. The Mombasa County Executive Committee initiated the first ever public participation for the FY 2014/2015 Budget proposal. The Executive committee divided itself in 2 groups which visited all the six sub-counties over 3days, holding 8 public meetings in the effort to ensure inclusiveness in the participation process. The budget proposal themed “Dignifying the lives of our people” is aimed at stimulating economic growth and restoring the social foundation of the County. Most of the budgeted programs were purposed to improve healthcare, gender mainstreaming, education and infrastructure. The development budget had a 35% allocation complying with the Public Finance Management Act 2012. This was mainly aimed at infrastructure development in the healthcare, education and roads sector. The key issues raised across the County were insecurity, healthcare, and the deteriorating standards of education with land issues also featuring prominently in the discussions. Most of the County residents decried the poor state of sanitation and sewerage system leading to the increase in diarrhea cases predominantly among children. However, the public praised the County Executive Committee for not only complying with the constitution to ensure public participation but for also cascading the process to the grass root level to ascertain the inclusion of the once marginalized areas such as Jomvu and Mwakirunge. “I would like to sincerely thank the people of Mombasa for turning up in big numbers in all the meeting to participate actively throughout the process. I would also like to assure the residents that all their comments are highly valuable and will be seriously considered in the budget making process. With this budget we intend to dignify the lives of our residents by setting a strong social foundation to support the crucial and strategic needs of our residents”.
