Rachel Ziegler said this so well, I wanted to share her entire post, read and share: I am generally not a very politically motivated or involved person but this is a topic that could ultimately affect many Pennsylvanians that I feel strongly about. The impact would be felt not only by mineral rights royalty owners but those that work in the natural gas industry directly or indirectly, the State and townships that receive tax proceeds, permit and impact fees and economic stimulation by our industry and the communities that receive charitable contributions and monies to improve infrastructure and quality of life. Please join me and support PA natural gas by opposing PA House Bill 1684 which relates to deductions for post production costs. This bill doesnt only affect the natural gas industry but the concept of free enterprise and contacts that were freely negotiated for the economic benefit of both industry and owners. All industry needs to have higher profits than costs in order to continue to invest money. Both the Pennsylvania and U.S. Constitutions prohibit laws impairing “the obligations of contracts.” They protect private contracts and personal and business affairs and interests. Under the Constitutions, private contract rights and obligations are binding, and the parties are entitled to rely on them. The purpose of the Contracts Clause was “to encourage trade and credit by promoting confidence in the stability of contractual obligations.” HB 1684, as applied to existing oil and gas leases,” impairs the royalty provisions of the lease.
