Respected Jiba Lamichhane jyu,Central president NRNARespected Surya Gurung JyuPast PresidentHighly respected social person UKNamaskar Please accept my comment for NRN A and believe you take it positive.When money and power will start to speak,the principle will hide or even vanished.if the principle and ideology will start to speak,then everything will start to speak.My uncle has 3 children among them one is 14 and other two are 6 yeasrs old and two years old.My uncle always use to say I am looking after all my children equally and greatly .He had a dream that he willencourage his older son to make like Doctor,Engineer,great professional, professor,scientist,innovator,accountant ,success man, or atleast one among above. When he had sit down for S.L.C. examination three years before,he failed on SLC exam .He again attended last year in SLC, he did not suceed and the same happened this year again.All the dreams have now been shattered and hope to make him great man went into vein.I told my uncle that it is the right time to re-evaluate and analyze what are the route cause of failure?.I told my uncle that if we dont re-evalute our son"s acamedic failure and move on ahead by the same way for other two small children for their education,it will be the simple prediction that the same performance will appears and probably the both small sons of our uncle will fail in S.L.C.Exam too in future .The question comes in such a way that who and what is the cause behind failure of our son"s education?Parents like my uncle and anty?Other family members?His school and teachers?His friends? Himself?Society? Parents guidance? Reading books? many many?It is certain if we put maize seed on our farm land,it never grow like wheat and never gives wheat and certainly we get maize corn afterwards.Any organization or Samaj which gives beter reflection representing peoples aspiration and demand to face common problem and challenge ahead of us will ultimately rewarded and never divided.Regarding NRN A all over the world and specially in UK,it is sharply divided over its principle and inclusiveness in leadership to run NRN A.To be a member of NRN A,it was proud before and but now the prestige is degrading sharply.NRN people all over the world are seeking alternatives.This is the time Jiba Lamichhane must show your leadership as parent to unite NRN members through NRNA and look democratically,principally and transparently before your tenure.If sharp division occures in your tenure ,I believe your central leadership will be failed while seeing from my eye as NRN member.I request past president honourable Surya Gurung jee to take serious innitiative to unite NRN A in time and break your silence and avoid impartial decision if any.I kindly want to request all society members to work and stress for NRN A unity logically and principally.Association,Samaj or Samitee or Manch are social but Parties are political.If the political party or any Association will divert from its core principle and members expectations by sidelineing the movement,then its members always start to think for different options like give up the party,remain only as citizen,form new party,join civil society ot keep silence ,never involvement?. This is the ten years past right time to re-evaluate the NRN A movement and leadership all over the world.After putting regression question with its members ,I had done a simple survey by a question whether NRN A is performing well or not since ten years? 90 percentage of its members said very poor leadership ,deviated and diverted from the core principle.I again asked why?90 percentage members said rich people are always on central leadership ,only priority on investment and business,financial irregularities in the name of chariatiable function, grass route voice not listened properly,always election fraud ,moving NRNA unilaterally.I asked them members what you do in future?They said they will be going to seek for alternatives which is the choice of the people.They said influnce of money and power can not to tolerated for us innocent people.I request the NRN A central leadership to think and review the members view and openion genuienly in time.In these time there is a fire inside NRN A house.The first priority is to call fire brigade and arrange for safety.If the fire brigade doennot come in time,nobody will prepare to die himself inside fired room.The next priority will be break the safest back window ,get out children and all family members and finally get out by him-self from the fired house .We are calling with request kindly to NRN A central leadership to address peoples voice witnessing the civil society.If not heard ,small,simple but heavy weight decision will be comming soon by members of NRN people"s force which cannot be stoped by wealth ,money and influence of power.Presently the debate and division in NRNA is nothing between presidental candidates but the division is the ideological and principle.After receiving the the latest letter issued from NRN ICC secretariat,I kindly want to mention you following matters that all must clear immediately.Non Resident Nepali and Non Resident Nepalese Association are completely different matters and different word or sentence.It must be clear that NRN bears Nepali citizenship or Overseas Residing Nepali people status but NRN A is like Association,Samitee or Council,Munch or Samaj.NRN Association or NRN samitee or NRN council or NRN munch can never be like Police force or Army force,Beurocracy where it maintains chain of command.It is totally social organization and never sholud have chain of command. If NRN A diverts its movement from the overseas people aspiration and avoids to face common challenge infront of us,then NRN members always have a right to correct wrong doing or sideline,or to form other NRN B,NRN C,NRN D,NRN E-Z and nobody can stop it as it is NRN members choice but last resort and compelled option too.There is never compulsary and mandatory provision in law that all NRN members should take membership of NRN A membership.All Nepali people residing in overseas in legal status for more that 182 days automically becomes NRN members by law.NRN A was simply formed to bind together all the NRN people into one association or umbrella so that all individual matter,common problems,rights and justice can be advocated in united voice and put infront of concerned authority.After evaluating NRNA activities since 10 years in UK and all over the world,the proudness to be as a NRN a member decreased greatlly in recent days .The factor is that the leadership never became ready to listen to the general class ordinary members and maintain inclusiveness in UK and all over the world.The constitution was prepared and amended in such a way that only rich people can lead it.Financial transparentcy was never mede clear and properly audited .NRN A solely focoused on investment but outcome is nil and zero until now which proves that its members doesnot have belief on NRN A.We people are not asking for the validity from the centre for us and never beg tot but ask validity fron NRN UK pmember and people.This is not the time to debate who will get validity but this is the time to re evaluate wrong doing ,correction,win the suppore and love from members ,unite and move ahead for progressive change.NRNA sidelined the general NRN people movement to face common challenge which is increasing day by day in overseas. I want to support civil society appeal and request you all to listen and address the appeal made by civil siciety and do not ignore before both divided group which are finally ready to hold its 5th general convention .Please find the civil society appeal copy and paste here below.एनआरएन यूकेनागरिक समाजको अपिल आदरणीय प्रवासी नेपाली दाजु–भाइ तथा दिदी–बहिनीहरु, एनआरएनए अन्तर्राष्ट्रिय समन्वय समिति तथा एनआरएनए यूके राष्ट्रिय समिति/परिषदका पदाधिकारी तथा सदस्यज्यूहरु, एनआरएनए राष्ट्रिय समितिको निर्वाचनको सिलसिलामा विभिन्न मुलुकमा अस्वस्थ गतिविधि भईरहेको कुराहरु विभिन्न सञ्चारमाध्यमबाट जानकारीमा आईरहेका छन् । बेलायतमा पनि राष्ट्रिय समितिको निर्वाचनको सिलसिलामा अत्यन्त चर्को विवाद सिर्जना भएको छ । परिणामस्वरुप समानान्तर दुईवोटा कार्यसमिति समेत निर्विरोध निर्वाचित भइसकेको घोषणा भइसकेको छ र १५ सेप्टेम्बरको दिनमा नै दुईतिर महाधिवेशनसमेत हुन गईरहेको छ । अहिले जुन खालको विवाद र फुटको अप्रिय स्थिति देखापरेको छ यसले विश्वव्यापीरुपमा नै एनआरएन आन्दोलन प्रभावित हुन जाने कुरामा कुनै शंका छैन । समानान्तर संगठन बन्नु वा घोषितरुपमा संगठन विभाजन हुनुले एनआरएन आन्दोलनलाई फाइदा पुग्दैन भन्ने हाम्रो ठहर रहेको छ । अहिले निर्वाचनको सिलसिलामा जुन विसंगती तथा विवादहरु देखा परेका छन्, यो सबै रातारात विकास भएका घटनाक्रमहरु होइनन् । अन्तर्राष्ट्रिय समन्वय समिति र राष्ट्रिय समितिले लिएको असामयिक नीति तथा कार्यशैली, संगठनलाई आफ्नो स्वार्थमा उपयोग गर्ने गलत सोच, गैर समावेशी चरित्र, काम भन्दा नामको लागि पद हत्याउन जस्तोसुकै निम्नस्तरको कृयाकलाप गर्न तयार हुने प्रवृत्ति, संगठनलाई आम गैरआवासीय नेपालीको माझमा पु-याउनुको सट्टा सिमित व्यक्ति, समुदाय वा एलिट वर्गमा केन्द्रित गर्ने परिपाटी आदिजस्ता कुराले अहिलेको यो विस्फोटक स्थिति सिर्जना भएको हो भन्ने हामीले ठानेका छौँ । स्थापना भएको १० वर्ष पुग्दा पनि संगठन दर्ता गर्न नसक्नुलाई सामान्य असफलता मात्र भन्न सकिन्न । संस्थाले आम गैरआवासीय नेपालीहरुको लागि नेपालमा लगानीमैत्री वातावरण बनाउन नेपाल सरकारसँग नीतिगत सुधारको लागि पहल गर्नु पर्नेमा त्यसो नगरी सिङ्गो संगठनलाई परिचालन गरेर संगठनकै पहलमा कम्पनी दर्ता हुनु,रकम संकलन गर्न अभियान नै सञ्चालन गर्नु जस्ता कुराहरुलाई सिद्धान्ततः सही मान्न सकिन्न । एनआरएनए विसुद्ध गैर व्यापारिक र गैर नाफामुलक संस्था हो भन्ने कुरा यसका जिम्मेवार व्यक्तिहरुले याद गरेनन् वा याद गर्न चाहेनन् । यसरी संगठन उद्देश्य विमुख हुँदै गएकोले आफ्ना मागहरु पुरा गराउने सवालमा संस्थाको अडान तथा बार्गेनिङ क्षमतामा ह्रास आउन थाल्यो । परिणामस्वरुप संगठन दर्ताजस्तो सामान्य काममा पनि अन्तर्राष्ट्रिय समितिले सफलता पाउन सकेन भने दोहोरो नागरिकताको सवाल त धेरै परको कुरा हुन पुग्यो । प्रत्येक देशको सदस्य संख्याको आधारमा अन्तर्राष्ट्रिय समितिमा प्रतिनिधित्व गर्ने जुन व्यवस्था गरियो, यसले हरेक देशमा विकृति ल्याउने काम गरेको थाहा पाउँदा पाउँदै पनि यसलाई सुधार गर्न नलाग्नुलाई आईसीसीको गंभीर कमजोरीको रुपमा लिनुपर्छ । अन्तर्राष्ट्रिय समितिमा जान चाहनेले आफैले शुल्क तिरेर सदस्य बनाउने कामले आईसीसी र राष्ट्रिय समितिको कोष बलियो भयो होला तर यसले पुरै संगठनलाई कमजोर बनाई दियो । सदस्यको आधारमा नभई नेपालीहरुको बसोबास संख्याको आधारमा प्रतिनिधित्व गर्ने व्यवस्था गरेको भए, अहिले जुन अस्वीकार्य गतिविधिको कारण संगठन ठट्टाको पात्र बनेको छ, यस्तो अवस्था आउने थिएन । आइसीसीको निर्वाचनको सिलसिलामा गत विश्व सम्मेलनमा काठमाडौंमा जे–जस्ता गलत कृयाकलाप भए, त्यसले सबै गैरआवासीय नेपालीहरुको मानमर्दन भएको छ । संगठनभित्र प्रजातान्त्रिक परिपाटीलाई संस्थागत गर्नु पर्नेमा त्यसो नगरिएको कारण विगतको निर्वाचनमा जुन घटनाहरु भए, त्यसबाट पनि आइसीसीले शिक्षा लिइएको देखिएन । यसपटक पनि आन्तरिक प्रजातान्त्रिक अभ्यासलाई संस्थागत गर्ने कुनै प्रयास भएको देखिएको छैन । यस्तैगरी बेलायतस्थित एनआरएनएमा देखिएको विवाद समाधानमा आइसीसीको अहिलेसम्म सक्रिय भूमिका देखिएको छैन । जुन देशबाट आईसीसीमा उपाध्यक्ष,प्रवक्ता र युरोपको क्षेत्रीय सह–संयोजक जस्ता महत्वपूर्ण प्रतिनिधित्व छ, त्यही देशमा यो अवस्था आउनु दुर्भाग्यको कुरा हो । आवश्यकपर्दा मध्यस्थकर्ता वा निर्णयकर्ताको रुपमा कार्य गर्नु पर्ने आइसीसी प्रवक्तालाई निवार्चन समितिको संयोजक तोक्ने एनआरएनए यूके र सो कार्यको जिम्मेवारी लिन तयार आइसीसी प्रवक्ताको कार्यलाई उचित मान्न सकिन्न । गत निर्वाचनको समयमा नै सदस्यता वितरणको नाममा सदस्यता खरीद गर्ने काम भएको थियो । त्यतिखेर पनि यो गलत प्रवृत्ति भयो र यसलाई सच्याउनु पर्छ भन्ने कुराहरु सशक्त रुपमा उठेका थिए । तर एनआरएनए यूकेको राष्ट्रिय समितिले त्यो निर्वाचनबाट पाठ सिकेर गलत प्रवृतिलाई कसरी हटाउने भन्ने कुरामा कुनै ध्यान दिएन । बोराको सट्टामा एक जनाले १०० जना सदस्यहरुको विवरण सहितको सदस्यता फाराम झोलामा बोक्न पाउने गरियो । यो आफैमा कानून सम्मत थिएन । बोराको सट्टा झोलामा फाराम ल्याउन पाउने कुराले पनि सदस्यता खरिद गर्न पाउने कुरालाई सैद्धान्तिक रुपमा लालमोहर लगाउने काम ग-यो । यसको परिणामस्वरुप एनआरएनए यूके पैसा खर्च गरेमा पद किन्न पाइने बेलायत जस्तो मुलुकको एक्काइसौँ शताव्दीको लज्जास्पद संस्था बन्न पुग्यो । सही पद्धती लागु नगर्ने, लज्जाजनक विकृति फैलाउने,संस्थालाई प्राइभेट लिमिटेड कम्पनी वा क्लब जस्तो ठान्ने, एनआरएनको प्रमुख उद्देश्य परित्याग गरी व्यापार–व्यवसायको लागि भ-याङ बनाउने, एनआरएनएको पद कामको लागि भन्दा नामको लागि लिन खोज्ने, गैर आवासीय नेपालीको हितमा गर्न मिल्ने र सकिनेसम्मको अडान नराख्ने तथा बार्गेनिङ पनि नगर्ने, आम प्रवासी नेपालीलाई कसरी एनआरएन अभियानमा सक्रिय बनाउन सकिन्छ भन्ने बारेमा कुनै चासो नराख्ने लगायतका थुप्रै कुराहरुप्रति हामी समस्त एनआरएन यूके नागरिक समाजको तर्फबाट असहमति प्रकट गर्दछौँ । तर, हामी अझै एनआरएन अभियानलाई एकतावद्ध भएर अगाडि बढाउनु पर्छ भन्ने कुरामा दृढ छौ । त्यसैले एनआरएनए आइसीसी र एनआरएनए यूकेले गरिहाल्नु पर्ने केही सुझावहरु तल प्रस्तुत गरेका छौँ । अन्तर्राष्ट्रिय समन्वय परिषदको लागि सुझाव:१. विधानको परिभाषा अनुसार गैरआवासीय नेपालीको सक्रिय सहभागिता बढाउनाको लागि सदस्यताको विद्यमान व्यवस्थामा आवश्यक परिवर्तन गरियोस् ।२. गैरआवासीय नेपाली मध्ये गोर्खा सैनिकहरु भिन्न ढंगले गैरआवासीय नेपाली बनाइएका हुन् । त्यसैले उनीहरुको आइसीसीमा विशेष प्रतिनिधित्वको व्यवस्था मिलाईयोस् ।३. सदस्य संख्याको आधारमा आइसीसीमा प्रतिनिधित्व गर्ने व्यवस्थाको कारण भित्रिएको विकृतिलाई हटाउन हरेक देशमा रहेका नेपालीहरुको अनुमानित संख्याको आधारमा प्रतिनिधि संख्या कायम गरियोस् ।४. संस्थामा प्रजातान्त्रिक अभ्यास कसरी संस्थागत गर्न सकिन्छ, त्यसको लागि ठोस कदम अविलम्व चालियोस् ।५. नेपाल सरकारले मागेर दोहोरो नागरिकता दिनेवाला छैन । त्यसैले यो संघर्ष गरेर लिनु पर्छ भन्ने कुरामा स्पष्ट हुनु जरुरी छ । त्यसैले संगठनलाई कुटनीतिक मात्र होइन संघर्षशील पनि बनाउने नीति तथा कार्यक्रम तय गरियोस् ।६. संस्थाको हरहिसाब प्रत्येक वर्ष रजिस्टर्ड लेखापरिक्षकबाट लेखापरिक्षण गराइयोस् । साथै आम्दानी खर्चको वृस्तित विवरण वेभसाइट मार्फत पारदर्शी बनाइयोस् ।७. विभिन्न मुलुकमा रहेका राष्ट्रिय समितिहरुमा आम गैर आवासीय नेपालीहरुको सहभागिता रहोस् भन्नाको लागि काउन्सिल अवधारणालाई अगाडि बढाइयोस् ।८. संस्थाको पहलमा व्यापारिक प्रतिष्ठान बनाउने वा पूँजी संकलन गर्ने कार्यलाई दुरुत्साहित गरियोस् । लगानीमैत्री वातावरण निर्माण गर्ने कार्यमा मात्र संस्थालाई सिमित राखियोस् । एनआरएनए यूकेको लागि सुझाव :१. विधानको परिभाषाले समेटिने सबै बेलायतवासी नेपालीहरु स्वतः सदस्य हुने मताधिकार लगायतको अधिकार प्राप्त गर्ने व्यवस्था गरियोस् ।२. हुलाक मतदानको व्यवस्था खारेज गरी बेलायतभरि बढी भन्दा बढी ठाउँमा मतदान केन्द्र राखी गैर आवासीय नेपालीको परिभाषाभित्र पर्ने प्रमाण तथा परिचय पत्र देखाएर प्रत्यक्ष उपस्थितिमा मतदान गर्ने व्यवस्था गरियोस् ।३. एनआरएनए यूकेको विद्यमान सांगठानिक स्वरुपले ल्याएको विकृतिलाई रोक्न तथा संघको लक्ष्य र उद्देश्यको मूलप्रवाहलाई आत्मासात गरी यूकेमा स्थापित भई सकृयरुपमा सञ्चालन भइरहेका नेपाली संघ–संगठनहरुको साझा प्रतिनिधित्वमूलक नेतृत्यदायी छाता संगठनको रुपमा एनआरएनए यूकेलाई स्थापित गरी काउन्सिलको अवधारणालाई लागु गरियोस् ।४. सम्पूर्ण आम्दानी तथा खर्चको वृस्तित विवरण वेबसाइटमा राखी हिसाब किताब पारदर्शी गरियोस् तथा रजिष्टर्ड लेखापरिक्षकद्वारा लेखापरिक्षण गर्ने व्यवस्था गरियोस् ।५. केही संभ्रान्त, धनिमानी तथा एलिट समुदायले मात्र आफ्नो वर्चश्व कायम राख्ने गरी संस्था संचालन भईरहेकोले, यो गलत कार्यलाई निरुत्साहित गर्दै संस्थालाई समतामूलक, समावेशी र प्रतिनिधिमूलक बनाई आम बेलायतवासी नेपालीको सुख–दुःखको साथी बन्न सक्ने अवस्था सिर्जना गरियोस् । आशा छ, एनआरएन यूके नागरिक समाजको तर्फबाट हामीले राखेको यी सुझाबहरुलाई एनआरएनए आईसीसी तथा एनआएनए यूकेले गंभीरता पूर्वक लिएर संगठनलाई एकतावद्ध बनाउन समयमा नै ठोस कदम चाल्ने छ । सदासयतापूर्वक आएका हाम्रा यी सुझावहरुलाई पूर्वाग्रह राखी एनआरएन आभियान उही असफल भईसकेको नीतिगत प्रस्थापना र सांगठानिक संरचनामा अगाडि बढाउनेतर्फ वर्तमान एनआरएन नेतृत्व उद्यत रहेमा एनआरएन अभियानलाई सही दिशामा हिँडाउन असम्भव प्रायः छ । तसर्थ यस अभियानमा सहभागी सक्रिय सदस्यहरु, शुभचिन्तकहरु एवं नागरिक समाजमा वितृष्णा आउनु अगावै यसलाई गंभिरताकासाथ
