SBP ABOVE ANSWERABILITY By Javed - 7 September 2014 How many already are accountability organs or watchdogs in the country, how many more under different labels at the expense of this debit ridden nation in future would keep coming mostly to provide jobs to “some” no one can say. However, more specifically during the last 10-15 years no practical real true accountability has been seen except of poor or of political opponents only. Syed Khurseed Shah a day earlier brought tears to the parliamentarians crying for democracy. Rauf Klasra last year wrote how he was shocked to see when in a parliamentary committee Syed Khursheed Shah very tactfully did not allow to proceed “further” and let the case instantly die for ever against a PML(N) leader. 2. Recently I made a complaint to the SBP against UBL. As is usual it did not even acknowledge. Non response by Government functionaries of any level under the law of land is an act of “mal administration”. Against this non-response I made a complaint to the Federal Ombudsman who forwarded it to the Banking Mohtasib. The Banking Mohtasib in return informed me that its jurisdiction does not extend to SBP. 3. Both the Banking Mohtasib and the Federal Ombudsman have no jurisdiction over SBP. In other simple words the SBP has been kept out of accountability. And is why perhaps it damn cares to take note of consumer complaints despite running a huge so called consumer protection department under a Director. Today’s newspaper articles quoted how huge discrepancies exists in SBP figures. 4. Hold the breath. Till my writing this Sunday 7th September 2014 the Federal Ombudsman Secretariat includes SBP in the list of its jurisdiction against which complaints can be filed with him. The Pakistan Banking Council was de-established about 15 years back. Till 3-4 years back it existed in the list and was removed only when I enquired about it. Be hold. Even this moment the Ombudsman office announces that the UBL is under its jurisdiction. This senior citizen not merely indirect taxes but also pays income tax but can’t dare question the accountability of highly paid webmaster or i.t head for not keeping the system updated.
