Senior Manager: Reputation and Stakeholder Management Location: Gauteng Full/Part Time: Full-Time Requirement Overview To develop and manage the implementation of all relevant action plans to build effective relationships between the Auditor-General of South Africa (AGSA) and all its non-constitutional (employees, leadership, unions, consultative forums, suppliers, professional bodies and audit firms), in order to promote the reputation of the AGSA and to raise the profile and understanding of the AGSA’s constitutional mandate among all its non-constitutional stakeholders, without compromising the integrity of the organisation. To develop and manage the implementation of an effective culture change programme, in order to assist the AGSA to change the existing culture and implement a desired culture that will allow the AGSA to realise and live its desired reputation promise. To develop and implement communication strategies to create awareness, understanding and support for the AGSA as an employer of choice, and to implement and lead change management processes and appropriate tools and methodology to support the overall objective of transforming the AGSA into an employer of choice. To develop and implement employee corporate social responsibility and employee sponsorship policies, strategies and communication plans/guidelines in a manner that upholds the reputation promise of the AGSA among its employees and all its non-constitutional stakeholders. Roles & Responsibilities Performance Management Manage the performance of the centre against the Communication Business Unit balanced score card (strategic alignment), and deliver centre strategy plan, centre budget and centre individual performance contract’s , aligned with the Business Unit Balanced Score Card (BU BSC) Manage the communication of the BU BSC and centre IPCs in order to create strategic awareness throughout the business unit Manage the delivery of each performance objective of the centre to achieve each of the strategic objectives set in the BU BSC, by effectively planning, monitoring, and reporting on all the performance deliverables of the centre (project management) Manage all strategic initiatives & performance objectives/ deliverables of the centre on an effective project management basis. Develop project charters to govern the execution, management, monitoring and evaluation of each of the strategic initiatives of the centre Provide regular feedback to employees on BU related issues and do quarterly performance reviews Product Management Develop and manage integrated AGSA strategies and action plans for relationship management for each of the designated non-constitutional stakeholders (priorities to be set by the Head of Communication). Strategies, action plans, project charters and all relevant communication tools developed and managed against identified, mapped and prioritized non-constitutional stakeholders based on the AGSA’s Reputation Index and Culture Index results. Project management of implementation, quality control in terms of alignment to strategic plans, guidelines, AGSA policies and procedures, and regular status reports/close-out reports Develop and implement guidelines, standards, frameworks and procedures for each of the identified non-constitutional stakeholder groups, to enable the AGSA to manage/build relationships in a pro-active and consistent manner Develop and keep an up-to-date and appropriately prioritized map of key non-constitutional stakeholders. Develop and keep or ensure access to an up-to-date database of each of the non-constitutional stakeholder groups Provide specialist advisory services and structured feedback to the AGSA in respect of the key reputation drivers for each of the identified non-constitutional stakeholders. Support and enable stakeholder owners with regards to on-going and pro-active stakeholder engagement, monitoring and feedback Develop and implement relevant protocols, memorandums of understanding, service level agreements, etc.) per stakeholder group Provide communication and other relevant tools to facilitate the effective interaction between the AGSA and its identified non-constitutional stakeholders Develop communication strategies, plans and relevant tools developed/input into corporate communication tools to increase stakeholders’ awareness and understanding of the AGSA. Develop and manage an effective culture change programme for the AGSA, aligned to the overall objective of improving the reputation of the organization among its internal stakeholders (link leadership, transformation and culture). Develop proposals, project charters, manage implementation, conduct overall quality checks and responsibilities assigned in terms of alignment to strategic plans and implementation guidelines, policies and procedures for non-constitutional stakeholder relationship management. Develop and implement employee corporate social responsibility and internal sponsorship policies, procedures, strategies and action plans to help position the organization as an employer of choice in order to improve its culture and reputation index. Reputation Management Increase awareness and understanding of the AGSA’s reputation promise/constitutional mandate Improve the overall reputation of the AGSA by addressing specific drivers as identified per non-constitutional stakeholder group. Develop clear action plans to address 1 and 2 above and provide advice and guidance to AGSA colleagues on how to address and improve reputation drivers per respective stakeholder group. Ensure compliance to the key reputation messages in all communication developed (performance in content audit) Ensure compliance to all corporate identity guidelines at all times (performance in visual audit). Ensure compliance to/implementation of all actions identified in the stakeholder action plan developed for all business units financial Management Effectively manage the development and implementation of the centre budget, in line with centre & BU strategy Manage the expenditure of the centre to ensure cost-effectiveness and efficiency and to meet/exceed the target on the budgeted efficiency gains as tabled in the projected income statement Meet/exceed target on the budgeted efficiency gains as tabled in the projected income statement. People management Provide effective leadership to improve performance and people development, by managing the development and implementation of strategies in the centre with regards to: Employee job descriptions, quality control processes and procedures Learning and growth opportunities (training plans) Recognition and reward incentives Staff retention strategies/managing vacancy rates Employment equity and effective management of diversity Provide effective leadership to improve employee morale, by managing the development and implementation of a strategy to build/improve the morale of the employees in the centre, and to improve on the Culture Index of the BU. Process Management Manage the mapping and implementation of all key business processes, quality controls and standard operating procedures within the centre Manage the centre’s compliance with all key business processes through completion of the CSA Tool on a monthly basis Manage the centre’s compliance with the procurement policy in all respects to contribute to BBBEE.
