So according to Alex Salmond in todays P&J, Dundee is doing better than Aberdeen even though the V&A costs are going through the roof, and Aberdeen missed out on a similar project with the City Garden Project. Salmond should read the international best seller Thinking, Fast and Slow by the Nobel Prize winner Daniel Kahneman. In his section on thinking fallacies, he uses cost over-runs on Scottish civil projects as a case history. He notes that the benchmarking on the costs for Scottish projects are woeful to absent, which is why the costs get out of control. For example, the afore-mentioned City Garden Project was benchmarked against the refurbishment costs of Marischal College and even then, the councillors were asked to vote on it without actually being provided any final costs for the project. How crazy was that? Next month should see the publication of the Scottish municipal debt stats. Last year, the total was £12.7 billion, yes £12.7 billion.
