I know this for a fact. In the 1970s, Luther Custodio was the NISA (National Intelligence and Security Agency) regional director for Eastern Visayas. His office was in Tacloban City. I used to work as editor of The Reporter newspaper in Tacloban and I occasionally ran into him during news coverages. But aside from being NISA chief of Region 8 (Eastern Visayas), he was also the caretaker of the Olot, Tolosa, residence of First Lady Imelda Marcos. In 1979 when I brought singers from Manila led by Haji Alejandro, Lirio Vital, Dale Adriatico, etc. -- including Pete and Boots Anson Roa as hosts -- for the show Pagdayaw 79 -- I needed a good place to accommodate the performers, the production people, their assistants, the director, etc. Tacloban City didnt have enough rooms for this big number of guests, so we picked out Imeldas sprawling beachfront houses in Olot, Tolosa, Leyte, as possible accommodation. To be able to use these houses, I had to secure permission from no less than Luther Custodio. Everybody in Leyte knew him to be trusted caretaker of Imeldas houses in Olot. A few years after that, Luther was promoted chief of the Aviation Security Command at the Cebu International Airport.
