The Council of Europe has yet to publish its draft report: Local Democracy in Ireland, on the state of Irish Local Government and the proposed changes to the system. The results are not good, a sample: Their report found that, despite promises of reform the system remained “excessively centralised” by international standards. The 2008 Green Paper on Local Government reform which aimed at strengthening local democracy and making it more transparent “remained unimplemented”. Practically no one understands the proposed distribution method of the Local Property Tax & oh no its way too centralised with too little representation as compared to our European partners.
