The H S Gour Central University in Sagar district of Madhya Pradesh, once the seat of criminology and forensic science, is now under CBI scanner. The university vice-chancellor N S Gajbiye is allegedly embroiled in a scam involving siphoning off Rs 1000-crore of Central funds and committing irregularities in recruitment of professors over five years. An affidavit to CBI indicates 151 appointments of assistant professors and associate professors were made - 50% from Gorakhpur - against a vacancy of only 76 advertised in newspapers. Eighty per cent appointments made by Gajbiye are illegal. The director and exam controller are hand in glove. Majority of those appointed are from Gorakhpur, says Deepak Gupta, temporary assistant professor (criminology). there were 33 court cases against this university when Gajbhiye joined as V-C. Now, the figure has crossed 200. The university purchased CCTV cameras from a Lucknow-based company at a five-time higher rate than available in the market, its alleged. Madhya Pradesh chief minister had given Rs 2.5 crore for setting up an e-library in the university, of which a major portion was given in advance to a Bhopal-based company to purchase 200 computers. Besides, a work order of Rs 102 lakh was sanctioned to a UP-based company in violation of norms. In 2012, the university purchased books worth Rs 90 lakh without consulting subject experts. The V-C and his aides spent Rs 27 lakh on foreign tours, despite objections. More than 300 computers were purchased in March 2012, and sent to different departments without any demands raised by heads of departments. Similarly, a Rs 7 lakh was spent on renovation of the V-Cs official bungalow without any tenders. Furniture worth Rs 2.43 cr were procured from a Mumbai-based company.
