The Indian Bureaucrazy still Sluggish as during the Bullock Cart Age. ~ somik With malice towards none and welfare for all and in particular West Bengal, the one thing that needs a total revamp is the crazy Bureaucracy that India as a Nation inherited as part of British legacy and which it faithfully still carry on its back much like a tortoise that has to carry the burden of its protective armour, the hard shell on its back. The Indian bureaucracy is akin to the old big ancient computer mainframes that filled a huge room to carry out simple repetitive processing jobs, and consumed huge amount of electricity that needed special power units. Today a small palmtop or a notebook carries out the same jobs faster and efficiently consuming very little electricty fed by small batteries. The Indian bureaucracy is such that for anything and everything you need approval and permission to get your projects sanctioned, land provided, no objection certificates, financial clearance and what not. The process is so long and sniffling that by the time it is at all sanctioned, there is cost overrun and it takes few more months and even years to actually takeoff from ground, but by that time the investor has lost out on the competition from rival entries vying for a pie in the same market segment. So all your investment comes to a naught. To speed up things, the investor particularly if he is a native, has no option but to grease the palms of many who would not give priority over others, for a pile of such files waiting for clearance, and which keeps on accumulating till it almost touches the ceiling so to speak literally and then gathers dust till it comes to the attention of the concerned authority. If our economy has to at all take off then there has to be a political will and a concerted effort and synergy between bureaucrats, industrialists, political parties, both at the government as well as in the opposition for consensus, so that everyone right from the most downtrodden in the social hierarchy to the highest benefits from the system. An efficient economic and bureaucratic system alone would go a long way to bring efficiency into the system with very little human intervention, as too many people down the line are a hindrance and a drag, as some of them may play crook, to throw a spanner into the stem and bring the Nation or the state such as Bengal to a grinding halt on flimsy reasons. The people, particularly the farmers have to be taken into confidence and assured of a better economic condition in writing, and make them part of the modern age industrial revolution within the state and country. We need to move faster and higher up the economic ladder to help boost our average Indian GDP, which is currently hovering at 4.5%, which is so so. Fortunately for West Bengal the GDP of the State (GDSP) is at 7.7 % which is remarkably good for investors. But unless the bottlenecks are removed and turn it broadband so that it can accomodate more investors, the Indian economy and West Bengal in particular would not get the kind of fillip that it so badly needs. It is a shame that a Giant like India has to go begging for investment from a small city country and island Singapore that does not measure more than 42 X 23 sq km. i.e 966 Km. with a whopping 275 Billion US dollars in GDP. The population of Singapore is 5.5 millions. I incidentally been to Singapore and I was amazed to see the City so beautiful and clean. No bits and pieces of paper or garbage or even fallen leaves. Singapore is so urban with tall skyscrapers but at the same time so green. Yes, something to learn really. ~ somik
