The idea could be simplified in terms of a software example. If you are given 1M bit of memory, it is possible to fill it with 2^1,000,000 possible patterns of 0’s and 1’s. Some of these bits could be code (which corresponds to laws in physics) and some of it could be data (which corresponds to state vectors in physics). In this example we have 2^1,000,000 possible software programs (universes). Each one has its own “laws” and “state vectors”. Nothingness could correspond to filling the whole memory with 0’s. Some of these programs are nonsense, some of them are full of bugs (unstable), and so on. Our universe is much more than 1M bit of memory if you consider the state of each elementary particle in the universe. It could be finite or infinite but countable if the world is granular (digital) where it could be represented as a finite or infinite string of bits. It could be also finite or infinite and non countable if the world is continuous (analogue) where states are represented by real numbers. Whatever it is, we are still starting with “something”. In the above example it is a computer machine with empty memory ready to be loaded with any perfect or buggy software.
