There are key positions in government that neutralize abusive forces and keep them checked, unable to galvanize the rest of traditional political society that are all too eager to go back to the old ways of patronage and corruption. One of that posts is the DBM Secretary. Put someone there who is without the acumen needed to navigate the power dynamics of reform and governance and with no solid track record in effective, empowering and ethical public service and it will easily be a free-for-all for a powerful few whose sole reason of being in power is to stay there. We make a mistake of losing Butch Abad in that most critical post and see how the democratic and reform forces in the country lose a politically-viable direction that delivers concrete gains that ordinary citizens can felt, while building on more substantive and lasting change that deepens democracy. Leaders, citizens and the dynamism of their reform-oriented engagements matter in the context of weakened institutions. It is a source of power that makes change in the “changeless land” possible.
