They would rather see the destitute go hungry, why because they are a blight and an embarrassment to them. The answer would be to provide facilities so voluntary organizations can continue carrying out offering vital aid to these unfortunate people. Again it is authorities trying to pass the buck and their responsibilities in helping these people to rehabilitate and finding meaningful work and accommodation.
