This reminds me of when I was studying International Relations in the 80s. The old prof said, The question when something happens is not what should we do, but what _can_ we do? And he proceeded to explain how even a very powerful government can be seriously limited in what it _can_ do to address a situation. He was speaking out of the Renaissance/Typographic/Machiavellian mentality, but concluding that often all you can really do is shrug and move on. So when Snowden talks about what the govt _can_ do, it is not with an attitude of seeing limits to options, but rather a limitless array of people to spy on or worse. Just 30 years later, that Machiavellian mentality asks what it _can_ do and the answer is electronic surveillance on every political or economic player in the world. Trouble with the Machiavellian mentality is once it perceives something it _can_ do, stealthily, without anyone knowing (except that everyone knows) it pretty much HAS to do it. What do they want to know? Everything. About whom? Anyone who could be an Enemy. And who is that? Everyone. And apparently neither MSM nor Youtube will carry this.
