Title: Business Analyst/Consultant Location: Lansing, MI Duration: 10 months Rate:Open Job Desc: One (1) Business Analyst/Consultant to assist the Department of Technology, Management and Budget (DTMB), and the Department of Community Health (DCH) Behavioral Health Division to assist in the rewriting of the State of Michigan (SOM) Omnibus Budget Reconciliation Act (OBRA) project and the Crime Victim Services (CVS) project and related services as required. Omnibus Budget Reconciliation Act (OBRA) provides a web based application to all authorized users those who participate in completion, filing and registration to assure the implementation of those provisions of OBRA which address the relationship of nursing facilities to persons who are mentally ill or mentally challenged The core OBRA is functional but missing several components needed in order to implement the application based on current needs. Resources will be required to assist in gathering requirement needed to rewrite the application functionality and enhancements with current technology to complete development of the OBRA web based application. Crime Victim Services (CVS) provides a WEB based application for persons that have suffered physical injury from a violent crime, the Crime Victim Compensation Program helps pay out-of-pocket medical expenses, lost earnings, and funeral bills. It also provides reimbursement for grief counseling, crime scene clean-up or other financial assistance. The core CVS is functional but needs to be upgraded from older Oracle Forms and Report platform to Java based system along with several major enhancements. Resources will be required to assist in gathering requirements Essential Duties and Responsibilities: o Review user work requests, analyze requirements, develop program specifications and coordinate testing in multiple environments for systems used statewide, such as DCH File Transfer, Single Sign-On, CVS and the OBRA Application o Review and validate the development of test data and scenarios incorporating extensive knowledge of Department business rules. o Validate and implement test procedures for applications used Skills Required: • Minimum 2 years’ experience with Database design and SQL. • Minimum 2 years’ experience with Customer service. • Minimum 2 years’ experience with Writing use cases. • Minimum 2 years’ experience with Gathering requirements • Minimum 2 years’ experience with Writing User stories • Minimum 2 years’ experience with Creating test plans • Minimum 2 years’ experience with QA testing • Strong written and communication skills Skills Preferred: Ability to conduct requirement gathering sessions, communicate at a level appropriate to the audience, make oral and written reports and presentations. Experience Required: Experience in reviewing user requirements, analyze testing requirements, develop testing specifications and coordinate testing in multiple environments. Review and validate the development of test data and scenarios incorporating business rules. Validate and implement test procedures for applications used. Ability to function in an Agile project environment. Experience Preferred: Experience Working with the State Of Michigan’s State Unified Information Technology Environment (SUITE) documentation and the System Engineering Methodology (SEM) documents used by our Business Analysts Education Required Bachelor’s Degree Education Preferred Additional Information A. Ability to work closely with both the project manager and the development staff on behalf of the customer. B. Knowledge of Agile process and development standards. C. Knowledge & experience in web architecture. D. Knowledge of state & federal regulations & requirements in regards to the public health statistics and information systems. E. Background check by State of Michigan will be required: F. Contractor must present certifications evidencing satisfactory Michigan State Police Background checks ICHAT and drug tests for all staff identified for assignment to this project. G. Contractor personnel will be required to complete and submit an RI-8 Fingerprint Card for the National Crime Information Center (NCIC) Finger Prints, if required by project. H.
