Approved: Resolution 2013-15: RESOLUTION OF THE CITY OF ODESSA FOR IMPLEMENTATION OF THE CITY OF ODESSA EMPLOYEE HANDBOOK- REVISON AUGUST 2013 2. Approved: Bill Number 2013-06, Ordinance #2861: AN ORDINANCE OF THE CITY OF ODESSA, MISSOURI SETTING THE TAX LEVY FOR THE YEAR 2013 FOR THE CITY OF ODESSA, MISSOURI AND DESIGNATING THE AMOUNT TO BE USED FOR GENERAL AND PARK PURPOSES 3. Accepted: Roof Replacement bid from Pyramid Roofing Co. from Grandview, MO in the amount of $29,713 for the replacement of the roof on City Hall. 4. Accepted: Agreement with Clockwork, LLC for architectural design work for $9,000 for the remodel and rehabilitation of City Hall offices. 5. Accepted: Bid for replacement batteries for the electric system backup for sub-station electric switching for $12,911.56 City Administrators report: I. KCS Holiday Express Train – KCS has informed us that the Holiday Express train will be stopping in Odessa. They are working on the details, and will be announcing the stops publicly very soon II. Otway/Wells/Russell – Things are moving on the sewer line replacement on Russell Street, they will be there only a few more days and they will be moving on to the next project. Part of the reason that they needed to hold off on Otway I that the stormwater piping is something that is poured specifically for the project. My understanding in talking with Larkin on this is that there is no “standard” piping. The piping is based on CAD drawings from the engineers, and the piping is ordered specially made in order to ensure the fit is tight in order to avoid leaks or other issues after it is installed. This can only be ordered after the contractor gets the job, and it takes a little time to make the forms to complete the pouring of this piping and then get them delivered. (I wish I had known that before hand) The other reason is again for continuity of the work progress on the combined projects. In the end the issue that really matters is that the job be completed within the time allotted, within budget, and to specifications. Am not sure what more we could ask for since that is the scope of the contract. If we had demanded that Earthworks start on Otway, which is not in the contract, and it resulted in a cost overrun because of it, we would be responsible for any overage. III. Sewer Line Repair Work – Freddie, Marcella and I are already working with Larkin to complete all the necessary paperwork, and planning to get all the CDBG reviews and other required steps completed in order to get the sewer line repairs moving ahead. It does not look like we are required to have DNR review on the lining of the sewer lines, and the replacement of sewer lines in the areas where there will be an open cut required. So we will need to do some paperwork that is required of us for CDBG monitoring, which will take Freddie and Larkin a couple weeks to get completed, but we are moving on it as quickly as we can. The nice thing about the sewer lining is that it is a process that can be done at any time. So in the middle of winter, we can still keep moving forward and getting stuff done when nothing else is going on. The full agenda packet and Dept.
