To the person who trades in power, loyalty - even or especially at the expense of conscience - is the most valuable commodity. This is why the state demands loyalty above all else, and uses its system of compulsion most severely on enemies of the state more than actual enemies of society. If it were otherwise and the state really wanted to punish the most aggressive and damaging social menaces, it would have to target itself more than any private-sector criminal element.
