Uhuru is taking Kenyans for a ride on Devolution!!! Yesterday, State House announced that President Uhuru had signed the Division of Revenue Bill increasing allocation to the Counties to 43% instead of the Constitutional minimum of 15%. The newspapers gleefully published this new allocation to the Counties of 226B without asking how much was given last year. What they didnt tell you is that last financial year, the total allocation to Counties was 198.7B so the increase is a mere 28B shillings. Keep in mind, this is meant to pay all the civil servants and devolved functions the Counties have inherited from the National Government while supporting development. The hard truth is that the National Govt will retain a whopping 799.75B shillings yet they have shed the burden of health, agriculture, lands, roads, etc to the Counties. The Referendum is about the Counties getting enough resource to not only finance salaries and functions but to effectively carry out development such as building hospitals, schools and roads! This is why Okoa Kenya is calling for 45% of the NATIONAL BUDGET not NATIONAL REVENUE! If this formula is followed, Counties will receive 731B shillings that will then be sufficient to facilitate growth at the grassroots! Uhuru should stop taking Kenyans for a ride on Devolution, pesa ifike mashinani!
