Unions hit by nuclear plant shutdown Workers affiliated with two Southern California labor unions will bear the brunt of October layoffs at the San Onofre Nuclear Generating Station as preparations to dismantle the plant get under way. Plant operator Southern California Edison plans to lay off 517 employees represented by the Utility Workers Union of America Local 246, based in Los Alamitos, and 30 employees represented by the Riverside-based International Brotherhood of Electrical Wokers Local 47. Edison executives have estimated the plant will employ roughly 400 people once dismantling is under way. Until last year, the plant employed as many as 2,200 people.
