A car couldnt be bothered to park unlawfully on the pavement, he chose to park in the road, totally blocking the downhill road to Hoi Ha village and Marine Park. 2. He cant park on the pavement because the solution to cars parking unlawfully on the pavement was to put bollards in the middle. So cars park on the road, alongside, instead, blocking the roundabout. The bollards arent on the edge of the pavement, but right in the middle, so if you are in an electric wheelchair, forget it - theres not room for you to squeeze between the bollard and the fence, you too are forced into the middle of the road. The Government refuses to take infrastructure into consideration when planning the development of enclaves. The village car park is full. There is no room for any visitor parking. 40 new houses are envisaged. We were promised a Park n Ride when Wu Kai Sha was being built, but that never materialised. AFCD issues these permits to Hoi Ha knowing full well that there is no visitor parking. They even had a student volunteer logging the unlawfully parked cars last Sunday, but they never do anything about the situation; they certainly did not mount a joint operation with the Police last Sunday, and the abuse of the permit system continues and worsens. Does it take a death before anyone in authority actually does anything about this?
