While we had applauded Californias recent attempt to ban the single-use plastic bag, there is now a movement to overturn it. Critics argue that the way the ban was structured, actually may not decrease plastic bag use, and may create a financial boon to bag makers. Next year, grocers will be required to charge at least 10 cents for each recycled paper bag or reusable bag given to consumers. So, rather, than actually banning the bags, it is creating a market for them. This challenge to the new law demonstrates the difficulties of crafting policy to achieve environmental goals. Alice Hiniker, of PLACE, recently visited Vancouver, BC, where their ban on plastic bags actually is a ban, meaning no single-use plastic bags can be bought or sold. It may be inconvenient once or twice to shoppers, but they will remember their reusable cloth bags.
