Why do we need to Have Revolutionary Parliamentary model ? (Part-2) The model I am working on boldly works as explained in the following brief. Of course, it is a initial draft and has lot of scope for improvements. But I believe very strongly, India needs a parliamentary model that cuts co-coalition politics which is giving every political party and even elected member to cross over at cost, party politics of convenience, horse trading, and cash changing hands to win over other side. It is politics only and only politics by small parties and individual elected members who carry price tags with their demands in giving support to government. Ultimately... it is a good ground for corruption. to stop this we need to consider new parlimentary model which will not allow such unethical practices by our political parties. The Model... A- Candidates can stand for elections from whichever political party. Exactly like it is followed now with different ideologies and identities. People will VOTE for whichever political party and their ideology they believe in. The elected public representative is by the people and of the people. He or she is legally, constitutionally and morally bound to work for his/her electorate in the region. But finally when ALL elected Representatives work from the Assemblies and Parliament... There are no different political identities of the parties. So Step -B They all merge as ONE Parliament of Elected Representatives. In case of Parliament House it is a BLOCK of 543 members. not with political party tags. In this model... Remember, there are no political parties in the parliament house but all representative of the people Step - C The political party with maximum members and second political party with no two position can select their Prime Ministerial candidates. So you will have Two contestants for PM post. Step -D From the two candidates, Prime Minister should be then selected by voting by all 543 members. All 543 people`s representative will vote for the Prime minister choice. Remember there are now no separate political parties in the parliament and all 543 members are free to vote for who they think is the most eligible candidate to Become the PM. Step-E The One who gets max votes becomes the PM and the second candidate becomes Deputy PM. He is not opposition leader but a part of Government. So there is a representation by both leading political parties in the government. They are part of the government and therefore can not pass on the buck and play party politics because there is no scope for it. There is no opposition leader in this model. Whatever the issues...543 members will first debate the issue and vote either for or against on issue debated. If it gets max votes it gets passed or gets rejected. Step-F Selection of cabinet ministers. Cabinet Ministers should be chosen by the Prime Minister and Deputy PM on the merits, on the basis of exposure and experience from all 543 members merged as one BLOCK, since we are talking of Parliament House. Step- G In this model, we must also have a 5 Bench Committee of Senior Judges to look into Constitutional issues many times elected Representatives do not understand. And this 5 member judicial committee would be sitting in the parliament to advise, the PM and Deputy PM and the cabinet ministers on constitutional angles and references in every legislation process. Also this judicial Bench can take action on the parliamentarians found with criminal or corrupt records with police or intelligence who would be providing such sensitive information as and when necessary to this Bench of judges for action on members found guilty with charges. Such members will be unseated and bared legally from the parliament proceedings. This provision of Judicial Bench in the parliament will instill fear among members not to get involved in corrupt practices and crimes. In this situation, one may ask... where is the Opposition party in this model? In this model, there is no opposition leader. All 543 members can support or reject any move by the cabinet minister. All members can voice their views when they want to. But finally by collective voting on every law, resolution will be passed. Step-I How do we have people`s participation in this Democratic process on major changers if parliamentarians want to make? This is very important that YOU and ME should have a voice on important Laws, resolutions to pass on our demand. If you remember, police reforms, strict laws for rapists, Dowry killings. Governments do not do it unless public pressure is exerted or Supreme Court demands the parliamentarians to make strict laws. Governments have failed in the past to make effective laws and also to implement laws strictly. Because of political pressures laws are not applied in many cases and criminals are given room to go scot-free. There are certain issues which must be debated by parliamentarians thread bare and voted upon by all 543 members for majority view. But after parliament views certain issues MUST be passed by people`s referendum. By taking people into account and their majority view. Like recently we witnessed Telangana Bifurcation. That was seen as a political move rather than practical move by majority people of the country. that should not be allowed at any cost. No political party and parliament can pass such bills in their political interests by dividing communities and states. Let people take the call on such major issues concerning peoples lives and welfare. I am still working on this model. This is just the initial thoughts I have put together for objective debate.
