FIDE Rules and Tournament Regulations Commission The FIDE Rules and Tournament Regulations Commisssion (RTRC) is the body tasked with defining the FIDE Laws of Chess. The Commission also defines the Tournament Regulations for use in FIDE rated events. The Commission has a Chairman, Secretary, 3 Councillors plus other general members. The full Commission normally meets once a year at the FIDE Congress, while the Commission councillors normally meet around 6 months before the full meeting.
