there is need for civic education and political and cultural re-socialisation of elected leaders and public to understand devolution-it is true that reformers must try not to do too much too quickly and they should phase steps in a logical way to the extent possible.It is not necessary in fact to turn over all constitutionally or legally mandated responsibilities to devolved units immediately-allow it gradually.And finally to the governors,you cannot have your cake and eat it,as the governors are trying to do by demanding that resources be sent to their counties with zero oversight.there is no meaningful business in counties other than supremacy wars and battle to fly flags.We want to see teamwork right from the national government down to wanjiku-so that we take this country move forward.Likes of CORD who want to be relevant please join the government train,mambo ya referendum tuifanye 2017 pamoja na election.Please give this government a space to work for the people of Kenya.Governors do not fail this government by letting monies go like that.What value added when an MCA spend public money to go to see where Jesus was born,yet he is earning his/her salary-(this is rubbish.)
