via MOPP: A message from Ron Calzone re: HJR 74: (please complete the witness form asap; the hearing is tomorrow and please also repost) Part of the big picture in the effort to stop Common Core is to change the way education decisions are being made in Missouri. We can no longer tolerate a state Board of Education which circumvents proper legal processes, doing things like obligating the entire state to the Common Core standards. We must have a means to hold them accountable. Thats one of the reasons HJR 74 seeks to amend the state Constitution to require the election of state school board members - one from each congressional district - rather than allow the Governor to appoint them. Please check out the issue summary, below, by Anne Gassel. - Ron Issue Summary HJR74 (and the accompanying HB1818 for statutory language) would place an initiative on the November statewide ballot to change the Missouris constitutional language describing the organization and function of the State Board of Education. Currently, education is administered entirely by the Executive Branch. SBE members are appointed by the governor and serve at his leisure for 6 year terms. There are no term limits. Education is becoming a top down driven system and there is no representation for the public at the top of this system. This bill would make these 8 board positions elected, one from each of the eight congressional districts. The public would have the right to petition for a recall of elected members. Members would serve for a term of 4 years, with a maximum of 2 terms. The bill contains official ballot language and thus would not be open to interpretation of the Secretary of State.
