Or in our case from industrial wind turbines. Its been over 19 months since Hoosac Wind went online, and in that time a fair number of the neighbors have made various complaints about the project including NOISE. You are not getting all the complaints as people are frustrated from no relief from the issues and ask, whats the use? As yet the neighbors only get relief from the NOISE when wind resources are too low, conditions not conducive to the sound traveling or the turbines are shut down. Other communities in Massachusetts are experiencing the same thing from industrial wind turbine projects, and this is not an isolated incident. Im not going to waste anyones time by going back over the various details of what has taken place, and just leave at, we the neighbors suffer from NOISE and other issues created by Hoosac Wind for over 19 months! Recently I received a copy of the Hoosac Monitoring Report from 04-29-2014 from an associate, but so far none of the neighbors have received copies from MassDEP. I realize youre all busy, but Im wondering why copies have not been distributed to us from MassDEP? The report was published 3 months ago and the last contact was 12/23/13 from any officials from the state with any of the neighbors and thats over 7 months ago. We are the ones living with the impacts on a daily basis and is more than a nuisance at this point. I can say from personal experience the NOISE is taking a toll on many of us and some are beyond desperate. Do you care or think we are crazy, or maybe just plain cranks? In the report there are instances where Hoosac Wind was out of compliance in January and February 2014, including February where the Moores Road South test site was 16.9 dbA, and 17 dbA above ambient sound levels at the Tilda Hill Road South test site. The NOISE at 44.8 dbA is almost 3 times louder than ambient! Thats 7 dbA and over 2x above state noise regulations, in what is stated as unusual conditions of icing with lower wind speeds. Because of the very limited time frame for testing we can only imagine dbA levels when the turbines are spinning at rated capacity in high wind shear conditions that we did experience over the past two Winters and other times from Hoosac Wind. Why are the turbines being operated in icing conditions as its well known this is a hazard? So far, two reports including 15 different testing sessions over 16 months, yet the neighbors had approximately 560 days where the project wasnt monitored for sound levels. My point is Iberdrola gets away with doing very little sound monitoring, while the neighbors live here 24/7/365 days a year. Im not the only one that is fed up with dealing with sleep deprivation and various other issues from the project with no end in sight. I was told there was no evidence that Hoosac Wind is out of compliance. Now you have the evidence, and testing wasnt done at the closest properties impacted by Iberdrola at full capacity. While many of us are simple folks, that doesnt make us fools, and its our right to expect FULL compliance EVERY hour of everyday as that is what we live with and its the law! My question is when is Iberdrola going to be required to comply with state regulations? You have the evidence, and the neighbors know these instances are not unusual. Many times Hoosac Wind is out of compliance with state law, and there are other issues not being addressed as well, besides the NOISE! The neighbors need relief, now and everyday. How would you like to be kept awake or not be able to enjoy your rural property for what can be for days and not isolated incidents and certainly not unusual?
