07.10.14. I would rather change the title of this article to: WHY COUNCIL OF ELDERS NOT CONFORMING, to be more constructive in finding answers to issues raised in this article. 1. How many COEs had provided prudent financial reports out of the 41 mentioned, and how many had not?? 2.Had received 7million which had no proper management accounting done on it. Can be true for most COEs. 3.No official government accountable forms provided to them & using ordinary receipts in their operations. Who is to blame & who is responsible for providing the necessary forms? 4. Tax collection & collection of public monies was open to abuse. The COEs in Kieta District never had success in collecting Head tax & others. The VA people simply saying why should I pay you while,youve done nothing for me. Thus, the reality is there is No logic in collecting tax, when youve never assisted the VAs to make money. Its tatamount to trying to harvest a garden when there is no garden. 5. No assistance and monitoring visits been effectively conducted to COEs & their VAs or none at all; the DLLG officers seemed to be bogged down in front of their new found computers learning to type. 6.Who recruited these officers who lack capacity? 7. People & communities in the VAs are complaining about COEs not delivering the services & missappropriating funds. Such COE officials should be removed by the people who voted them into COE assemblies. 8. Each of the COEs should formulate Standing Orders to safeguard the day to day operations(admin,management & financial) of the respective COEs. 9. Most of the funds paid to COEs are meant for Admin purposes under the respective vote numbers and very little for the delivery of services to the sectoral groups the womens, youths and off course the VAs. So we can not currently expect much of service delivery from the COEs. So the COEs had been under resourced all these years coupled with mixed successes. However, the COE Chairmens should be credited for pushing their peoples projects for funding through the JDP&BPC and other such meetings. 10. Good Governance of the BPA pillars should be practice at all levels of government to be fair, take for example the ABG members constituency developments grants that are supposed to be fairly distributed at the COE & VAs levels,but disappearing in midair. Moreover, there is a BPA awareness program being proposed by ABG Division responsible targeting the second tier gov t and its people. How many people in their right minds of creativity do realised the alternative medium that the COEs & VAs is where the bulk of the people are, should be identified as key partners in these BPA pillars awareness programs at the very begining. The involvement of the COEs & VAs also addresses the sustainability factor of these BPA pillars awareness programs through continuos reminders that will be posted through COEs & VAs meetings and continued to be heard and echoed by the people long after the mass awareness programs have subsided.
