An international struggle is under way over attempts to rein in Japans plans for a new Antarctic lethal whaling research program. A proposal to tightly restrict any nations ability to issue scientific permits without full review by the International Whaling Commission (IWC) is under pressure at the organisations meeting in Portoroz, Slovenia. Australia won a landmark victory against Japan on scientific whaling, said the Australian Marine Conservation Societys director, Darren Kindleysides, from Portoroz on Wednesday. It would be very worrying to have anything less than a strong framework carrying that through. The International Court of Justice (ICJ) ruled earlier this year that Japans scientific program, providing for an annual kill of up to 1,035 whales, was illegal, and breached a global moratorium on commercial whaling.
