Approved Rates & Tariffs for City of Johannesburg Effective 1 July 2014 Principally Residential / Domestic Tariffs ------ others are provided for comparison purposes. ************************************************************************************************************************************** Introduction: These Tariffs were approved at the Council meeting on the 29th May 2014 for implementation on 1st July despite the opposition of the DA. City Power tariffs are subject to approval by the National Electricity Regulator. Property rates are increased by 5%, but some categories eg business, reflect a reduction in the base rate giving an effective reduction of 2%; Tariffs for refuse are up by 6% for residents and 8% for commercial and industrial ; Water is increased by from 5,8% for the lowest block to 10,5% in the highest consumption block with a rider that input costs from Rand Water still need to be confirmed ; for sanitation the increase is 8,9% with the same rider; electricity is increased by an aggregated amount of 7.36% for metered domestic properties , and 7,45% for pre-paid but is dependant on the consumption. The tables set out the details. This document has been prepared by the DA caucus of the CoJ Council for the benefit of residents. Historical tariffs are shown in the tables where practical. This document is produced in good faith as a guide and might contain errors. The Council documents and material on the website are the legal sources of information. Generally, increases of minor tariffs are 5.0%. Charges are reflected per month and in Rands excl VAT. (Ensure that the Revenue Department at the People Centre for your area has the correct details. The savings to be made are considerable as illustrated in the example below.) Example: a townhouse complex with 10 dwellings- consuming 100 kl. would be charged as a single consumer R1978.87 (i.e. first step 6kl @ nil;+ second step 4 kl @ R6.18;+ 5 kl @ R9.97; + 5 kl@ R14.06; + 10 @ R18.46 + 10 @ R19.67+ 60 @ R24.21). Instead it should be charged on the average rate, i.e. 100kl/10 i.e. for 10 kl x 10 units the charge should be R24.72 x 10 units = R247.20. Each unit gets the 6kl free, and 4 units at R6.18/kl.. Note that the overall ratio of the two charges is 8. Advisory : Billing queries are best addressed by a visit to the nearest Council walk-in Centre, where a written statement of the problem can be tabled together with copies of accounts served. A reference number must be obtained. Only after that, and no resolution is forthcoming is it practically possible for a Councillor to take up the matter with the manager of the accounts unit. Note 4 Business/ Commercial and other users the tariff is R17.40 /kl based on the water consumption All other tariffs are increase by 8.9% ***************************************************************************************************************************************** Expanded Social Package. The Expanded Social Package is based on a points system which ends up in three bands of poverty level . Band 1 is a score from 1 – 34. Band 2: from 35-70 , and Band three from 71 to 100 In band 3 (at least 50 % of the members of the Household qualifying in this Band , the free water allowance is 15kl per month, in band 2 , with the same conditions : 12, for the Band 1 it remains at 10kl. For sanitation: same conditions: Band 1 sees a 70% reduction in the fee , Bands 2 and 3 - - 100% reduction in charges. Property owners wholly dependent on a social security grant and others who otherwise qualify who earn up to R7000 per month shall be required to pay R60.00 as a minimum property rate.(Under review) For electricity: Band 1 allowed 50 kwhr free , Band 2: 70 kWhr; and Band 3 : 100 kWhr. Full details on the CoJ website joburg.org.za in an archive file. The consumer must also use less than 500 kWh in the month otherwise the charges will revert to standard pre-paid. Billing :Sectional Title Properties The account for municipal services where this is metered at one supply point e.g. water and electricity, will be billed to the Body Corporate. Refuse removal will be billed directly to the property owner where the relevant information is available to the Council e.g. the number of units, and the postal addresses of the registered owners. A full service will be provided for each unit as arranged with Pikitup. The actual number of bins provided to a complex depends on a number of factors including the estimated quantity of waste, the available space for bins, and other logistical issues. Note 2. A full monthly collection tariff will be levied for each additional service i.e. for more than one bin for the household. Note 3 The bin replacement levy is proposed to be rescinded. Lost or stolen bins would then be replaced under a procedure yet to be established. Note 4 Any building registered with the CoJ as a Registered Social Landlord, Service Rate is R30.27per month Note 5 Inner City Properties: Non-sectional title properties with multiple living units R75.66/living unit Note 6Tertiary educational institutions, schools and hostels, retirement complexes R89.98 per bin per mth. Where these are run by registered welfare organizations, orphanages, sports clubs and premises used for public worship the charge will be discounted to R63.42/bin/mth collected once per week. Business/ Commercial and other users. : A 2% levy is in place for all business customers For non-domestic properties the tariff is made up of a City Cleaning levy as well as the waste removal charges. Base tariffs are to be increased by 8% e.g. charges will be R 307.55 ( R245.49) per 240 litre bin or R411.21 (R328.23 ) per lift per 1100litre bin . There are also charges for 85l bins R133.46 The City Cleaning levy for 2012 is in 5 steps from as set out for 2014 in bold; last year in ( ) R153.94 (R122.88) for property values < R2m, ; R223.04 ( R178.03) for R2m to R5m ; R353.41 (R282.10) for property values R5m to R10m ;--.R471.22 (R376.13) for R10m to R30m.-- ; R 506.87 ( R476.43) for property values > R30m. Special tariffs are in place for collection of business putrescible waste (dailies), carcase disposal & a range of other tariffs for eg bulk containers , and for tipping at landfill sites . Electricity: Please also see the note at the top of page 1 Charges reflected as Rand per month for fixed charges, or cents per kWh for energy . Seasonal tariffs are available, to be applied for, for conventionally metered domestic properties. These as well as the tariffs for business, agricultural , and industrial consumers are not given in detail on this sheet - see the website < city power.co.za> . A TOU (Time-of Use) structure has been introduced for Domestic Customers. Such a switch will require that new metering be installed. City Power proposes to introduce a discount of 4c/kWh to resellers. A reseller is defined as an intermediary agent who will undertake the reading and billing in a complex , and is obligated to charge the same tariffs as City Power. The discount provides a mechanism for the reseller to recover his costs. The tariffs are published on the website. Body corporate, flats , clusters, are require to register with City Power. An affidavit of the number of units in the complex is required The Demand Side Management levy (DSM) is proposed to remain at 1 cents per kWh consumed above 500kWh. (subject to confirmation) A major restructuring of the tariffs for all classes of users other than domestic has been undertaken by City Power. The objective has been to increase the incentives for TOU and seasonal tariffs. Interested parties are invited to inspect the City Power website. The Domestic Lifeline Pre-paid Tariff and metered tariffs have been incorporated in to the conventional and pre-paid tariffs respectively and the only concessions are those in the provisions for the Expanded Social Package on p2 Approved Rates & Tariffs for City of Johannesburg (contd) Effective 1 July 4.
