Assistant Monitoring & Evaluation Officer at UNHCR in Zambia The Office of the United Nations High Commissioner for Refuge (UNHCR) in Zambia invites candidates to apply for the following position: Associate Monitoring and Evaluation Officer Position: National Professional Officer (NOA) Duty Station: Branch Office, Lusaka Contract Type/Level: Temporary Appointment Duration: 10 months Supervisor: Durable Solutions Officer. Functions/Key Results expected: In line with UNHCR Monitoring and Evaluation policies, contribute to the effective and timely implementation of the Local Integration (LI) strategy focusing on the achievement of the following results: Drafting the programme work, the topics, activities and areas of intervention to be monitored Advice at the design stage of LI projects with Partners on the log-frame and the indicators that can assist the partner and UNHCR in monitoring progress and evaluate project and results Organization and coordination of regular monitoring missions to LI projects Formulating clear, succinct and action oriented monitoring reports and consolidating the main findings and recommendations of monitoring activities undertaken by field colleagues Follow up on the implementation of recommendations issued from monitoring reports Establishing a database containing performance and impact indicators’ data relevant to the LI projects Based on these data and on the narrative monitoring reports. suggest ways to optimise implementation and improve results Draft and provide inputs for the Terms of Reference of any local integration evaluation mission in the Operation Facilitation of Knowledge building and knowledge sharing on Monitoring and Evaluation. Ensure building of lessons learnt in the area of M&E focusing on the following results: Identification and formulation of lessons learnt and recommendations Collaboration and coordination with other UN agencies in the area of M&E Organization of M&E trainings of Partners and UNHCR staff involved in local integration. Impact of results The key results have an impact on the overall effectiveness and success of the local integration programme. Competencies Judgment and Decision Making Strategic Planning and Vision Analytical thinking Political awareness Creating synergies and self-control Managing conflict Informed and transparent decision making Self-development and initiative-taking Qualifications University degree in Political Science, Social Science, Law, International Relations or related fields with good knowledge of Refugee issues. A degree in Economics or Development Studies is highly preferred Familiar with Peace-building (Fund), UNDAF, UN joint programming process and inter-agency collaboration is desirable. Experience with development agencies is an added value. 2 to 5 years previous relevant job experience. Very good reporting and writing ability. Demonstrable computer skills. . Excellent knowledge of English and working knowledge of languages spoken in Western and North Western of Zambia.
