Apart from Kwankwaso/Ofume no nigerians inside and outside Nigeria have the expertise, boldness and gouts to effect the following changes in Nigeria because record of leadership 1960-present shows that 100% of the old/new politicians (military and civilian governments) has soiled their hands and names and under the strict control of US, oil/gas companies and several western nations (see page 44 of this weblink: universal-fashion-art-music.blogspot.ca/2014/03/political-manifesto-ofume-president-2015_10.html and there is new weblink which world bank, international monetary fund, EU & AU, etc have decided to stay immediate release because of security reason. Step 1 2. Peace & Security- first step after election 2015- immediately after oath of office, Boko Haram and other fighting or rights seeking groups will be requested to present a claim or nominate their own mediators and Kwankwaso/Ofume will nominate their mediators and all the matters which cause bloodshed, religon and ethnic war and related insecurity across Nigeria will be resolved. New Nigeria of KWANKWASO/OFUME will be armless and non-violence because rights to purchase and own guns and other arms/ammunition will be outlawed and abolished. 100% of the Nigerians will be disarmed. Army, police, sss, and related law enforcement will have guns and other arms/ammunition when required. Registered meat hunters will be allowed to own recommended guns and other arms/ammunition solely for hunting. National, state and lga disarmement operation will be conducted from time to time. All able body and employable Nigerians must be put to work because KWANKWASO/OFUME will unify education and industry which will make number of vacant jobs to be more than job seekers. No criminals will survive in Nigeria. Nigerian will travel everywhere without fear of armed robbers and related bandits. Step 2 3. Elimination of bribery and corruption, looting and repatriation of the wealth of Nigeria - Kwankwaso/Ofume will remove the immunities enjoyed by president, governors, senators, diplomats/diplomatic mission, chairmen/women of the local govt areas, corporate body, etc thus, which will enable the government of Kwankwaso/Ofume to conduct check/balance across all system of government from the presidency to local governments. Because major looting and repatriation are comnducted under the conspiracy between nigerians and diplomats/diplomatic mission all private and commercial lugages and aircraft must be searched to/from Nigeria by special forces and agents. If president and others commit fraud one minutes after oath of office he/she will be charged because bribery and corruption, looting and repatriation are not stopped because they are allowed through tenure when the loots must have been shared and in part used. All contracts must be monitored, assessed and evaluated under continuous (monthly) and comprehensive (quarterly) check and balance and contactors that are not performing according contract description must be held accountable and charged. Oil/gas revenue: direct and indirect revenues are estiminated to be $400million/day and over $80million/day is looted by major oil/gas companies that are designated as criminals. Oil/gas sector gives Nigeria over 95% income. Major part of these revenues are looted and repatriated oversea to develop US and other western nations. Oil/gas sector will support and sustain over 97% of change in terms of reform to enable this sector to become sponsor/lender of education/industry, agriculture, healthcare, mines & power, communications, etc. Step 4 5. Mines & Power: Kwankwaso/Ofume are going to reform this sector at the rate between 75% - 98%. Because electric power is a foundation for Education/Industry to survive, NEPA will be replaced within conversion strategy into separated regional grids such as West (reserved) kilovolt, South/South (reserved) Kilovolt, Mainstream North (reserved) kilovolt, Middle Belt (reserved) Kilovolt, FCT (reserved) Kilovolt and East (reserved) kilovolt which will give all towns and villages electric power supply without outages. No second hand transformers will be purchased or recircled for reuse purposes because any power outage without natural causes will be criminalized. Nigeria will enjoy first time, incessant electric power supply and this will empower rapid industrial development and encourage nigerians and foreign investors to rush to Nigeria to build industries. NEPA has severely under-developed nigerians, and all sectors of the economies of nigeria. Step 5 6. Communications: majority of the present expensive, insecured and risky communications across Nigeria will be eliminated because they are under-developing Nigeria and nigerians. All nigerians have rights to telephone, mail boxes, internet, etc. Majority of the communications in Nigeria are spied and infiltrated by foreign secret operatives which abuse the human and other rights of nigerians. Step 6 7. Education/Industry: These two sectors will be fused or merged together as one department to enable nigeria become one of the global leaders of industrial economies which will enable education to build nigerian scholars towards expanding industries to wider scope to enable nigerians manufacture, become makers and control over 94% of the goods and services consumed in Nigeria and put importation to less than 5% and put the export sector on top of the world to reclaim former value of naira above several major currencies. Educational curricula will be redesigned to focus on teaching, learning industry and heavy duty goods and services based on self-reliance to the extent that few months to graduation, intended graduates will have job or own business. Step 7 8. Agriculture: importation of agricultural produces will be reduced to less than 3% because KWANKWASO/OFUME will engage nigerians into supra-regional industrial agriculture. All dry lands must be canalized to enable industrial and other forms of agriculture emerge. Leading cattle across nigeria under hardship and confrontation will be abolished because this government will construct canals to bring water to dry land to enable fresh plants and grass grow across Nigeria. Step 8 9. Opening and floating businesses in Nigeria: All abnormal fees and obstacles in opening businesses and operating businesses in Nigeria must be removed. Profit and non-profit corporations, associations, organizations, etc will be opened and operated by the poor, middle rich, government, etc. Heavy deposit to open bank account will be removed. Loan and other services by banks will be cut down to enable poor, middle rich, government, etc. open and operate businesses. Step 9 10. Middle & Lower Classes: Education – k-tertiary will be free because education in Nigeria and specialized education and training will no longer be for the rich and well to do middle class. Struggling Middle & Lower Classes will be empowered to move up to wealthy class. No reason for these Nigerians to be poor under over $400million/day income and over $80million/day looted by major oil/gas companies. Government will set up enhancement and sustainable program to put them on top and out of poverty and aimless struggle. Step 10 11. Health Professions: Two forms of healthcare – Orthodox and traditional healthcares will be institutionalized and legislatively regulated with strong infrastructures and manpower. Time is over for the western nations to have any say on Nigeria’s healthcares because Nigeria has supper medical scientists - nurses, doctors, pharmacists, etc. Ebola, AIDS, HIV, Cancer, etc have cures but western nations racially decided to sanction production and commercialization under their racist depopulation and population genocide programs because of the greed for natural resources. Health professions will be strongly funded with attractive wages and other entitlements to keep them in Nigeria. Health insurance will be provided to all Nigerians with subsidy based on income and poor and struggling middle class will have free healthcare coverage under national and state health insurance. Step 11 12. Petroleum subsidies: Present cost on running petroleum and kerosene pumps will be cut down by over 2/3 and Nigerians must be served before sales to strangers. Year to year, there will be no fuel scarcity. Under civic registration on local, state and fed poverty level these subsidies will apply to poor and struggling middle classes. Buying and fueling motor vehicles will not be for the rich and strong middle class. All employable Nigerians must be assisted with education and training to have jobs to eliminate poverty and hardship. Enough is enough since 1976 for PDP military and civilian governments to loot and repatriate oversea nigeria’s wealth to develop US and other western nations and citizens and dump Nigerians in abject poverty. Step 12 13. Transportations: public and private commercial mass transit sustainable transportation system will be operative across Nigeria before November 2015 to eliminate motor cycle transportation. All motor cycle riders will be employed in new Nigeria public and private commercial mass transit sustainable transportation system. Motor vehicle manufacturing industries will receive heavy funding to eliminate importation of used and new motor vehicles. No child will walk to school from unsustainable distance to school. All school district must have school buses. All private and public land, air and water transportations must be strongly funded. Step 13. 14. Teachers – K-Tertiary, Police, Army, etc : Teachers’, police officers’, and soldiers’ hardship anger APC Human Rights & Social Justice Coalition (APC HRSJC). Salary, mortgage, rent to owe, transportation, etc will be adequately provided. Market Men and Women Commercial Development Bank: This bank will help small and big business within market men and women, from start off to growing and expansion level.
