Members of the group have, however, condemned the system of government at the three tiers, alleging that it is fraught with corruption, greed and lack of accountability. Dissatisfied with the governments of Borno and Yobe states, the 2000 members migrated from Maiduguri to Yusufari Local Council Area in Yobe, 250 kilometres North-West of Maiduguri and settled in the Kannamma forests for about 10 months. The Guardian source added that while in the forest, the group entered into dialogue with Governor Bukar Abba Ibrahim over their grievances. A deadline of December 27, 2003 was subsequently given for all their demands to be met by the Yobe State government. However, the source said the Yobe Police Command deployed some mobile policemen to the Kannamma Forest on the eve of the deadline. Overwhelmed by the fore power of the group, the police made a hasty retreat. Barely 10 hours after the encounter, the Hijrah group invaded and attacked Kannamma, the council headquarters, burnt down the police station and made away with some arms and ammunition. A policeman was gunned down after which the group attacked Geidam, Busari, Babangida, Damaturu, the state capital and Gujba Police Stations and the secretariat.
