The termination of Mrs. Macayon has left some teachers wondering, big time. Today, Friday 12, 2014 was supposed to be the day for all the teachers in Chuuk to receive the compensations for their unused annual leaves as agreed in their contracts. Just 4 days ago, the Board of Education made the final decision to remove Mrs. Macayon as the director. As a result of that, everything was put on hold. Till when? I am not sure. Who hires the director, is it the Board or is the director a member of the Governors Cabinet and therefore appointed by him with the advice and consent of the Chuuk State Legislature? It will be well to get the facts surrounding the termination of her employment. It could be based on merit, but then again, it could be political. Someone needs to go digging. If there bones in the hole, you need to cry foul. If someone is removed for doing her job, the people are being cheated. To remain silent is an indirect support of the injustice, if there is any. Rumors has it that the Board of Education got fed up with Gardenia and her reform plan which was very much supported by JEMCO and OIA. Part of the reform plan was that teachers were to be put on a 1 year contract, and await either termination or a contract extension depending on a performance evaluation which is to be evaluated during the 1 year contract. About 2 months ago, the process of preparing and signing the contracts went smoothly without any interference from the board even though they knew that a lot of the teachers didn’t appreciate the idea of the contract. As an agreement in the teachers’ contracts, DOE was to pay out all unused annual leave before the contract was to be in effect. Now it happens to be in the same week that all the teachers were supposed to receive their compensations for their unused annual leave, and all of the sudden, the BOE terminated Gardenia from her position as the director. I smell something very fishy here! I know the BOE would have not made such decision without any advice from the state. And who exactly do you think would give such go ahead signal? This just doesn’t make any sense to me. Why did the board have to make the decision now? Why didn’t they do it before the signing of the contracts or why couldn’t they waited after the teachers have received their compensations for their unused annual leave? A lot of staff members at the Central Office are terminated as well. However, there are still a few who do not agree on the termination and have decided to stay back in their respective positions. And to top that off, couple of the staff are of the mandatory retirement age. They refuse to be laid off and up to now they still sit. How is that for a challenge? At first, people in the government and the department never thought about terminating the Director of Education because EVERYTHING they WANTED was GIVEN to them. They were able to manipulate the Director in doing things the WAY THEY WANTED! As time passes by, the Director finally stood her ground knowing that what she was doing (because of THEM) was not the right way so she started to oppose what she feels is not right. Because she opposes THEM, she is now terminated! People in the DOE complained about the 1 year contract because they do not want their teaching performances to be evaluated...they just wanted to keep slacking off. They knew for sure that once their performance is evaluated, many of them will be out within one year. They do not want to SHAPE UP! The one year contract was put in place so that teachers and workers can be evaluated and taken out immediately so that they do not SPOIL the education of the children of Chuuk MORE. Just like finding the bad apples and getting rid of them before they spoil the rest in the basket. Another reason for the termination (the major one) is people refuse to accept the mandatory retirement age policy...hehehehe. It is the law, teachers who have reached that certain age have already been given their retirement actions and are no longer working, and now that it has come down to employees at the DOE reaching their retirement age they now decide that it is okay to still work even if they reached the retirement age. It saddens me that we, Chuukese, always find our way around things when it comes to saving ourselves and others who are dear to us...wakakakak. Because they do not want to retire, they ended up at the AGs office and the governors office so that they get political support to keep them in their jobs. They show up on time every school day, they prepare daily lesson plans, correct homework assignments and tests, and always go out of their way to help struggling students. Ineffective teachers place their almighty paychecks and their job security first. Everything else, including students and supervisors, are a nuisance and unimportant to them. Will DOI and JEMCO cave in and continue to pay teachers for not showing up for class? It is from Article X of the Chuuk State Constitution. So the Governor appoints the director and the candidate is either confirmed or rejected. And the Board of Education is the only unit which can remove the incumbent in the office. Seems like the Governors power is limited in this arrangement. If Article X is still intact then the Governor will consider 3 new candidates from which to select one person whose name will be submitted to the Chuuk House of Senate for advice and consent. Let us hope the childrens learning will improve as a result of this move. If it does not happen and the progress is stunted, the people of Chuuk looses once again. Section 4. A head of the Education Department shall be appointed by the Governor with the advice and consent of the Senate from among 3 candidates nominated by the Board of Education. The Board shall have the power, as prescribed by statute, to formulate policy and to exercise control over the public school system through the head of the Education Department. WishBoneWishBone December 14 Message WishBonePosts: 29 Catastrophe, Please bear in mind that there are indeed some teachers who have given and sacrificed a lot with pride and honor for the children of Chuuk. Many teachers were not in favor of the contract because we all know with the idea of the 1 year contract, it doesnt guarantee a contract renewal. Therefore, the banks hesitated to grant teachers loans which exceed beyond the 1 year contract. The majority of the teachers in Chuuk rely tremendously on their loans for family uses and purposes. That is the reason why teachers were so much not in favor of the contract. It has nothing to do with the evaluation. We all know that the only way to improve and succeed is through the evaluation. Chuukiss, I doubt very much that the Board of Education would have never made such a move without the consent of the God Father himself.
