CORRUPTION, IS THERE ANY LIMIT TO IT, IN THE DEPARTMENT OF TECHNICAL EDUCATION & INDUSTRIAL TRAINING, GOVERNMENT OF PUNJAB? I have come to know of the case of one gentleman,Sh. Ravinder Pal Singh, Lecturer, Library Science Department, Government Polytechnic College for Girls, Jalandhar. This gentleman, went on Ex-India leave several years ago, to Canada, where he went along with his family, on permanent immigration & is working in that country. Sh. A.R. Talwar IAS, Principal Secretary, & Sh. B. Purushartha IAS, Director, of this department of the Government of Punjab need to answer the following questions, with respect to this particular expose:- 1. How can you allow Ex-India leave to a person who has proceeded to a foreign country on permanent immigration? If you, have to say, that, you do not have such information for this individual, then, I would like to ask you, as to why, you do not use your intelligence agencies, vigilance department etc, for this purpose? Do you not carry out a police verification of every new entrant into Government Service, then silence in such cases can be only, with connivance of the authorities? 2.Action was about to be taken, against this gentleman, for continuing to remain on Ex-India leave without sanction & to prevent it, he came back to India, to join back at the Government Polytechnic College For Girls, Jalandhar. The Principal, of this institution, did not allow him to join because of unauthorized absence that is remaining in Canada, without further sanction of leave, that is absent from Government duty. However, the Director, Technical Education & Industrial Training, Punjab, Sh. B. Purushartha IAS, allowed him to join at the DTE&IT office, that is at the head office, at Chandigarh. He has also sanctioned, further Ex-India leave, to this gentleman, through, Sh. A.R.Talwar IAS, Principal Secretary of this department & the sanctioning authority. The gentleman has now, again, flown off to Canada, for greener pastures. This gentleman, in question, only wants to complete, 20 years of Government Service, to become eligible, to draw, Pension, from, the Government Treasury. Is this not loot of the Government Treasury, which, belongs, to the people of Punjab? Should not the officers/officials responsible, for this, be prosecuted & punished in accordance with Law?
