Ccn Tvnews BREAKING NEWS: The Constitution Amendment Bill 2014 has been passed in the Senate. 18 voted for, 12 voted against. There were no abstentions. All Government senators voted in favour the bill, while all Opposition senators voted against it. This is the breakdown of how the Independent senators voted: YES: Balgobin, Mahabir, Small NO: Drayton, Roach, Viera, Le Gall, Abdul There were some important amendments made during committee stage: - the EBC cannot approve an application for a recall of an MP unless 20% of the voters in a constituency have signed the application to begin a recall. This changed from 10%. What remains the same - as originally proposed in the bill - is the requirement for 2/3 of the voters to sign the petition to recall the MP. - constituents can now initiate a recall 2.5 years into their MPs term. This changed from 3 years, as originally proposed in the bill. - There will now be an opportunity for a candidate who placed third in the first poll to feature in the second (run-off) poll. That candidate may do so if he/she attains at least 25% of the vote in his/her constituency, and is within 5 percentage points of the candidate who places second in that first poll. If all three candidates participate in the second (run-off) poll and there is no majority candidate attaining over 50% of the vote, the candidate with the highest number of votes will win the second poll. This system was proposed by Independent senator, Dr. Mahabir.
