Cornerstone Policy Research supported the tuition tax credit so that parents would have a choice in education in NH. I supported this program since its NOT a voucher program. Too many strings attached to vouchers and govt. control over private schools when vouchers are involved. Bill Duncan and a few other anti-choice progressives in NH objected and then filed a lawsuit to stop parents from choosing the best school for their children. The lower court ruled the program WAS Constitutional but parents could NOT choose religious schools for their children based on a bigoted Blaine Amendment in the NH Constitution. This case will go before the NH Supreme Court on April 16th at 9:30! The program allows a business to take a credit for donating money to a scholarship program. They then get an 85% credit to take on their taxes. THe $$ never comes into the state budget so its not distributed from the state budget either. This program has helped many parents in this state however many have been denied due to the restrictions on religious schools. I do expect the Supreme court to over-rule Judge Lewis lower court ruling. This is NOT state money anymore than the money we donate to charities.
