Dispositive portion of the Supreme Court decision. Sweeping. Even informal practices are prohibited so all the whispering behind the scenes to executive officials by legislators is now prohibited. I remember when I was helping shepherd the DENR budget through Congress in the 1990s that there used to be two lines before my secretary and myself. The official line of questioners all addressed the secretary and were legitimate questions related to congressional oversight. But there was another line I managed where legislators themselves or through their chiefs of staff would convey requests to us. By the way, this is also a practice in the Commision of Appointments which must be stopped.
