They could just as well use grain, arrow tips or 5.45x39mm cartridges as basic currency. On other hand, energy is not arrow tips, its a universal value, thats why we have systems like petrodollar, and thats why geopolitics nowdays is mostly about which currency to trade energy in. In coal-rich Donbass, you can dig fuel directly from the ground without much effort (in kopankas, digging pits), and then sell it on black market, so energy-based money actually make sense.
