Egypt: Replacement of intelligence chief unlikely to change government’s security-focused approach to opposition activity State media on 21 December reported that President Abdul Fatah al-Sisi had replaced his chief of general intelligence, Gen Mohammed Farid al-Tohamy, with Khaled Fawzy, who was previously a highly placed deputy in the service. Tohamy had been one of the closest advisers to the president, whose own background was in the army’s military intelligence service. The reshuffle is significant because the intelligence service has been a key political tool for successive governments, though the motives behind it remain unclear. Fawzy’s appointment is unlikely to lead to significant change in domestic security policy. The reshuffle coincided with an easing of restrictions on the border crossing between North Sinai and Gaza.
