Position Details: The Technical Delivery Manager: • Manage area(s), customer(s), or team(s) of employees with well-defined, limited scope, including directing daily work activities/priorities, people recruitment and development, cost management, and direction-setting within the area of responsibility. • Coach and mentor employee direct reports. May coach and mentor non-direct reports as needed. Manage FPR process for employees. Manage team and individual performance. • Advise management and peers on matters of importance to area(s) of responsibility. Propose/influence direction-setting. • Assigns responsibilities, provides direction, leadership, and coaching, removes barriers as needed to enable direct reports to execute their roles and achieve objectives and goals. • Creates a working environment that is conducive to individual growth, high performance, is challenging and rewarding. Achieves diversity and other goals. • Establish and manage relationships with customer subject matter experts and appropriate customer management, with an objective of maintaining and building the business. The Technical Delivery Manager is expected to apply advanced subject matter knowledge to: • Co-ordinate delivery activities and act as the escalation point for all rollout issues specific to projects • Provide overall project leadership and direct project teams spanning across hubs/teams/platforms in the delivery of high-quality systems & tools within committed timeframes and in accordance with system design specifications • Ensure build phase of projects are delivered right first time with robust tools, systems and technological platforms • Work with release leads to workout code drops and update contract owners accordingly on improvements going in at various phases. • Prepare and track project plans and schedule • Ensure complete understanding of the project scope and delivery within agreed work plan budget and quality • Co-ordinate with various towers to ensure the right team is working on the right components at the right time, with clear expectations of milestones & goal • Build strong relationships with architects, and key stakeholders • Understand new client requirements if any, business opportunity identification, guidance, support and closure • Provide expert problem management support to difficult, high profile customer issues and ensures root-cause analysis is conducted and a corrective action/remediation plan is followed through with any learning applied for future benefit • Ensure and delivers to proposed solution as per the contract. • Track metrics and risks The Education and Experience requirements are: • Bachelors degree in Computer Science, Engineering, Business or related field or equivalent work experience. • May hold Masters or advanced degree in related field. Typically 8+ years of relevant experience. Skills Required: MUST HAVE ALL REQUIRED SKILLS TO BE CONSIDERED • Owns Client satisfaction for systems delivery • Should have relevant technical experience required at least with respect to the basic functioning of the types of tools being used in various areas • Experience in Clarety Solution is REQUIRED – NO EXCEPTION • 5+ years in either US Public Sector or as Technical Delivery Manager • Proven Experience in Estimation, Analysis and Solution Preparation. SOW’s and proposals • Experience with project planning, scheduling, tracking and reporting • Proven Experience in all aspects of Project management especially: o Schedule Management, o Scope and Change management o Issue and Risk Management o Stakeholder Management and Communication • Demonstrated leadership ability in complex projects involving multiple vendors and in-house resources within all levels of an organization. • Strong understanding of Software Development Life Cycle, Custom Application and COTS implementations. Proven experience in deploying PMBOK and RAD and Agile methodologies for successful project delivery. • Proven experienced in Milestone driven delivery, developing comprehensive Project Plans, Schedules and coordinating development and timely delivery of all project deliverables • Proven ability to manage delivery across a matrix organization. • Excellent Client Relationship skills, representing the delivery team and ensuring that the project is delivered to commitments. • Excellent verbal and written communication skills • Proven leadership skills • Ability to work effectively in a time critical environment • Professional certification in Project Management, such as Project Management Professional (PMP) certification from the PMI. • Experience in Vendor Management, Contract Management is a must • Excellent written and verbal communication skills. • Experience managing complex projects in a client facing public sector environment. • Systems Integration and Software Implementation experience in US Public Sector (Federal, State, or Local Government), environment executing fixed price, milestone based contracts. Optional Skills: • Scrum Master • Facilitation • Public Sector Experience is a plus • Experience managing multi-system integration projects. Job Responsibilities: • Lead and manage information technology projects/programs with a focus on Schedule Management, Scope and Change management, Issue and Risk Management, Client and Internal Communication. • Develop Good Client relationships and sustain growth through successful delivery. • Stakeholder Management and Communication • Proactive Escalation and Risk Mitigation • Manage day to day project activities for multiple resources. Manage delivery from multiple capability teams. • Manage timely delivery of the project deliverables and milestones • Manage Project Requests, Solution Definition, Estimation, and Proposals. • Own Estimation and Deliver to Commitments. Develop detailed project plans with identifiable critical paths, task dependencies, and major milestones, and manage the agreed project plans and schedules • Resource plan development and management • Prepare periodic status updates, based on inputs from the team • Attend periodic client meetings • Manage delivery of large / complex projects where: o have a significant impact on HP Services Revenue; approximately $2M-10M or a transition/ transformation for a more complex $50M-100M) customer project delivery; o deadlines are aggressive, but achievable; o delivery may be in a single location or span multiple locations; complex legal and commercial issues exist. • Coordinate and integrate the work efforts and deliverables of a large multi-function, multivendor project team. • Manages business development and identifies and develops new opportunities with client: o Support early qualification and opportunity assessment for large and complex opportunities; and o Act as opportunity manager for high risk deals. • Manages client relationships: o Manages upper level client delivery relationships o Frequently represents the organization to external customers/clients • Manage project team: o Manage internal as well as external resources with a team size less than 40 people o Mentor and encourage skill development of project team members o Provide detailed performance review input and development recommendations for team members.
